The Cook Political Report shifted 14 House and Senate races toward Democrats on October 30, projecting a Democratic gain of 12 to 25 House seats and a potential majority of 227 to 240 seats, just four days before the November 3 midterm elections. The nonpartisan forecaster's final assessment leaves Democrats favoured outright to take the House — and, for the first time this cycle, gives them a fighting chance in the Senate too.

The move, reported by The Hill and USA Today on October 30 and highlighted again in election live coverage on November 1, caps weeks of steady movement toward Democrats. More than 220 House districts now favour Democrats, according to Cook's ratings, and if the party won all of those seats plus the 18 remaining toss-ups, it would hold a 240-seat majority. Democrats need only 218 seats for control — and a net gain of just three seats from the current narrow Republican edge.

What Happened

Cook's October 30 update moved a dozen more House races toward Democrats, on top of dozens shifted in the same direction in recent weeks. Three Republican-held or Republican-leaning districts went from "lean Republican" to "toss-up": Colorado's 5th Congressional District, represented by Representative Jeff Crank; Pennsylvania's 1st Congressional District, represented by Representative Brian Fitzpatrick, a major swing district covering Bucks County outside Philadelphia; and the open South Carolina 1st Congressional District, covering coastal communities outside Charleston.

Two more districts moved from "toss-up" to "lean Democrat": Pennsylvania's 8th, covering Scranton and Wilkes-Barre, and Ohio's 9th, in the north-west of the state, represented by Representative Marcy Kaptur. Cook also moved some safer Republican seats back onto the battlefield: Florida's 7th and 9th districts and Indiana's 5th went from "likely Republican" to "lean Republican", while North Carolina's 5th and 9th, New Jersey's 2nd and Washington's 5th went from "solid Republican" to "likely Republican" — all districts with Republican incumbents seeking re-election.

In her analysis, Cook House editor Erin Covey wrote that the competitive Senate race in South Carolina between Democrat Annie Andrews and Senator Darline Graham may pull Democrats over the finish line — even in a district that President Donald Trump won by double digits two years ago. The race is one of the cycle's surprises: South Carolina last elected a Democratic senator in 1932, yet the contest is now genuinely competitive.

Background: How Cook Rates Races — and Why This Shift Matters

The Cook Political Report sorts every congressional contest into four ratings — "solid", "likely", "lean" and "toss-up" — for each party, based on polling, fundraising, candidate quality and the national political environment. A shift from "lean" to "toss-up", or from "toss-up" to "lean", is a meaningful judgement, not a coin flip: it means Cook's analysts believe the fundamentals of the race have genuinely moved.

The October 30 moves matter because of the arithmetic. All 435 House seats are on the ballot on November 3, along with 35 Senate seats and 39 gubernatorial contests. Republicans currently hold a narrow House edge — 218 to 214 in the count cited by USA Today's live coverage — so Democrats need a net gain of only three seats. Cook's projection of a 12-to-25-seat gain would clear that bar comfortably, producing the party's largest House majority in more than a decade at the top of the range.

The national environment helps explain the movement. Cook's poll tracker showed President Trump with a disapproval rating of 61.2% as of October 15. A RealClearPolling average of polls from October 8 to 26, cited in final-week analyses, put Democrats ahead 51.4% to 43.2% on the generic congressional ballot — an 8.2-point lead. And early voting has already smashed midterm records: more than 52 million Americans had voted in person or by mail before Election Day, according to the University of Florida's Election Lab, up from nearly 46 million before Election Day in 2022.

Cook Political Report and the Final Forecast Picture

Cook is not alone in its verdict. Decision Desk HQ, a partner of The Hill, gives Democrats an 80% chance of taking the House majority. Other forecasters reviewed in final-week round-ups reached the same broad conclusion on the House, with Inside Elections projecting a Democratic gain of 20 to 30 seats and Decision Desk HQ projecting 239 seats for Democrats.

The Senate is a different story — closer, and far less settled. Cook's closing analysis made Democrats the slight favourites for Senate control for the first time this cycle, citing what it called a dismal national political environment for Republicans. But the majority still runs through a small collection of highly competitive states — Alaska, Iowa, Kansas, Maine, Michigan, Ohio and Texas are all rated toss-ups or near toss-ups by one forecaster or another — and a normal polling error in two or three states could erase the Democratic edge. Republicans currently hold a 53-47 Senate majority, and Democrats need a net gain of four seats for a 51-seat majority.

That caution is the essential context for every forecast story: ratings are judgements about probabilities, not results. Cook's own history includes misses, and its analysts stress that the 18 remaining House toss-ups alone could swing the size of the majority by a wide margin — from 227 seats at the low end of its range to 240 at the high end.

Reactions and Quotes

Cook's Erin Covey framed the South Carolina story as emblematic of the cycle: a competitive Senate race in a state Democrats have not won at Senate level in nearly a century may now be dragging a House district with it. The Hill's report of the ratings change emphasised the scale of the shift — more than 218 seats now rated at least "lean Democrat", the threshold for a majority, before a single toss-up is counted.

USA Today's coverage put the stakes in historical terms: the latest moves suggest Democrats "have the potential to win its largest House majority in more than a decade". Meanwhile, the Trump campaign's closing message has been defiant. The president, campaigning in Iowa and Kansas on Sunday after spending Saturday at his Mar-a-Lago club in Florida, has told rally crowds that Republicans "have a shot" and has repeated his promise of a $5,000 payment to every adult American citizen if Republicans retain control of both chambers.

Democrats, for their part, have treated the forecast shift as encouragement, not victory. Party strategists note that the same forecasters urging caution about the Senate are unanimous that the House is within reach — and that early-vote numbers, while encouraging for turnout, do not by themselves decide district races.

Why It Matters

If Cook's projection holds, the consequences go far beyond one election night. A Democratic House majority of 227 to 240 seats would end unified Republican control of Washington and give Democrats subpoena power, control of the legislative calendar and the ability to block the president's agenda for his final two years in office. It would also reshape the investigations landscape: House committees, not the White House, would set the oversight agenda.

The Senate picture matters even more for the long term. A Democratic Senate would control confirmations — judges, cabinet officials, ambassadors — while a Republican hold would preserve the president's appointment power. That is why the handful of toss-up Senate states, from Alaska to Texas, will dominate election-night coverage even though the House outcome looks clearer.

For voters, the forecast also carries a warning: a projected majority is not a counted vote. The 18 toss-up House districts, the seven toss-up Senate states and the record early vote all point to a high-turnout, high-volatility election in which late-deciding voters could still move the final margin.

What Happens Next

Polls close state by state on Tuesday, November 3, with the first calls expected from Indiana and Kentucky at 6 p.m. Eastern, followed by Georgia, South Carolina, Vermont and Virginia at 7 p.m. The Associated Press and Decision Desk HQ will supply the vote counts and projections that television networks and newspapers rely on, and the size of the Democratic House gain — if it materialises — should become clear during the night.

Before then, both parties have two days of final campaigning left. President Trump is rallying in Iowa and Kansas on Sunday, two Republican-leaning farm-belt states where his party is fighting to hold Senate seats. Democrats are leaning on the forecast momentum and the early-vote surge to drive turnout in the toss-up districts Cook just moved. By Wednesday morning, the forecasts will have met their only real test: the count.
