The Newark Delaware shooting took a sharp new turn on Sunday, November 1, 2026, when city police released the conditions of all six people shot on Halloween night and charged one of the injured teenagers with weapons offences, hours before the University of Delaware announced it was cancelling all classes on Monday, November 2. The six victims, aged 15 to 21, were shot at about 11:13 p.m. on Saturday, October 31, on the south sidewalk of East Main Street, across from Choate Street, near the university campus, during a large Halloween gathering. One 15-year-old boy remains in critical condition, four other victims remain in hospital in serious condition, and a 21-year-old woman has been treated and released, police said in their second update on the case.

Key Points

• Newark police released the conditions of all six victims on Sunday afternoon, November 1: one 15-year-old boy is in critical condition, four victims are in serious condition, and a 21-year-old woman was treated and released.
• A 16-year-old boy from the Wilmington area, himself shot multiple times and in serious condition, was found in possession of a loaded firearm during the investigation and charged with possession of a firearm by a person under 21, carrying a concealed deadly weapon and breach of release.
• Police stressed they did not say the teenager fired a gun or connect him to the shooting itself; the wider shooting investigation remains active and no arrest directly related to the shooting has been announced.
• The University of Delaware has cancelled all in-person and virtual classes on Monday, November 2, saying the decision was not made over a safety concern but to give students, faculty and staff time to rest, process and connect with support.
• Classes resume on Wednesday, November 4, because the university is also closed on Tuesday, November 3, for Election Day; the campus remains open and dining halls and services continue.

What Happened

According to Newark police, the shooting happened at about 11:13 p.m. on Saturday, October 31, on the south sidewalk of East Main Street, directly across from Choate Street and near Klondike Kate's, during a large gathering in the downtown area beside the University of Delaware campus. Six people sustained gunshot wounds and were taken to local hospitals. In its first release, issued in the early hours of Sunday, police said there did not appear to be an ongoing threat to public safety, and Main Street was closed for about five hours before reopening in the early hours of Sunday morning.

The picture changed substantially with police Update No. 2, released at about 5:15 p.m. on Sunday, November 1. For the first time, police gave the age, injury and condition of every victim. A 19-year-old man who was shot in the back remains in serious condition. A 20-year-old man whose gunshot wound caused a collapsed lung remains in serious condition, and police later confirmed that the 20-year-old is a University of Delaware student. A 21-year-old woman who suffered a graze wound to her leg was treated at a hospital and released. A 15-year-old boy who was shot in the back remains in critical condition. A second 15-year-old boy, shot in the foot, remains in serious condition. And a 16-year-old boy from the Wilmington area, who suffered multiple gunshot wounds, remains in serious condition.

It was during that investigation that officers located the 16-year-old victim in possession of a loaded firearm, which they recovered. Police obtained an arrest warrant charging him with three offences: possession of a firearm by a person under 21, carrying a concealed deadly weapon (a firearm), and breach of release. He was arraigned by a judge at Justice of the Peace Court No. 3 and given $60,100 cash bail. He remains hospitalised in Newark police custody. Because he is a juvenile, police have not released his name or any additional identifying information, and the charges against him are accusations only: he is presumed innocent unless proven guilty.

The distinction police drew matters, and this article keeps it in full. Police did not say the teenager fired a weapon, did not say he shot anyone, and did not connect him to the shooting itself. The charges concern the loaded firearm found in his possession during the investigation, not the Main Street gunfire. No arrest directly related to the shooting has been announced, the person or people who fired the shots have not been identified in police statements checked for this article, and the investigation remains active. Background: From an Uncertain First Night to a Confirmed Toll

The Newark case has developed in three distinct stages, and each stage corrected what was known before it. On the first night, the facts were deliberately narrow: a shooting on East Main Street, a university emergency alert at 11:29 p.m., a road closure, and no confirmed injuries or arrests as of about 2 a.m. on November 1. That caution was intentional, because unverified social-media counts were already circulating, and neither police nor the university would confirm a toll until hospitals and investigators had verified it.

By Sunday morning, the second stage arrived: police confirmed six people injured, all taken to hospitals, but released no conditions. The university, the governor and local representatives issued statements, and the shooting was framed as part of a violent Halloween weekend across the United States, alongside shootings in Birmingham, Dallas, Bloomington and Fayetteville. Even then, the Newark victims remained unnamed and uncounted in detail, and the question of whether anyone had been arrested went unanswered.

Sunday afternoon brought the third stage, and with it the first complete victim list, the first charges in the case, and the first university closure decision. The conditions — one critical, four serious, one treated and released — explain why the case has now moved from a breaking-news incident to a campus-wide event: a student is among the seriously injured, two of the victims are 15 years old, and one of the victims is now himself facing criminal charges while still in hospital. The university's decision to cancel classes on Monday follows directly from that human toll, not from a new threat assessment, since police have continued to say there does not appear to be an ongoing threat to public safety.

Newark Delaware Shooting: What Police Confirmed on Sunday

The Newark Delaware shooting update released on Sunday afternoon is the most detailed official account of the case so far, and its details deserve to be set out without embellishment. The six victims span ages 15 to 21, including four teenagers. Their injuries range from a graze wound to multiple gunshot wounds and a collapsed lung. The most seriously hurt is a 15-year-old boy shot in the back, who remains in critical condition. The four victims in serious condition are the 16-year-old from Wilmington with multiple gunshot wounds, the 19-year-old shot in the back, the 20-year-old university student whose wound caused a collapsed lung, and the second 15-year-old, shot in the foot. The 21-year-old woman, grazed on the leg, is the only victim to have been treated and released.

On the charges, the police account is equally specific. The 16-year-old was found with a loaded firearm during the investigation, the firearm was recovered, a warrant was obtained, and the three charges — possession of a firearm by a person under 21, carrying a concealed deadly weapon, and breach of release — were brought after arraignment at Justice of the Peace Court No. 3, with cash bail set at $60,100. The breach-of-release charge indicates the teenager was already subject to a court release condition, though police have not published the underlying matter, and this article does not speculate about it. What police have not done is equally important: they have not said the teenager fired the gun, have not linked the recovered firearm to the Main Street shots, and have not announced any charge for the shooting itself.

That restraint is consistent with how Newark police have handled the case from the start. Their first release avoided victim counts that could not yet be verified. Their second release gives conditions and a weapons charge while explicitly separating the charge from the shooting. For readers, the practical consequence is clear: there are now two parallel tracks in this case — a criminal charge against one injured teenager over a firearm found during the investigation, and an open, active investigation into who fired the shots that wounded six people on Main Street. Conflating the two would misstate what police have actually said.

Reactions and Quotes

Newark police, in their Update No. 2, stated the victims and their conditions in full, then added: "During the investigation, officers located one of the shooting victims, the 16-year-old male victim from Wilmington who is listed above. He was found in possession of a loaded firearm, which was recovered by officers." The update lists the three charges, the arraignment court and the $60,100 cash bail, notes that the defendant remains hospitalised in Newark police custody, and closes with the line that the investigation remains active and that additional identifying information about the juvenile defendant will not be released.

The University of Delaware, in a letter from President Laura Carlson, Interim Provost Bill Farquhar and Ellen Herbst published on the university website, said the decision to cancel Monday's classes was not made as a safety concern, but to "give students, faculty, and staff time to rest, process, and connect with support." The letter pointed back to Newark police's assessment regarding no ongoing threat to public safety, said the campus would remain open with dining halls and services continuing, encouraged students to gather in those spaces, and asked professors to move work and reschedule exams. Counselling walk-in support is available on Monday from 9 a.m. to 4 p.m. in Warner Hall, TimelyCare is available around the clock, and faculty and staff can reach the Employee Assistance Program.

Earlier in the weekend, Delaware Governor Matt Meyer had said "This is not normal" in a statement on the shooting, noting that Delaware State Police were assisting, and local representatives Mara Gorman and Cyndie Romer issued a joint statement. Those statements came before the Sunday-afternoon update and before the university's closure decision, and they are included here as background, not as reactions to the new charges. No statement from the family of any victim, from the charged teenager's representatives, or from Klondike Kate's beyond its earlier clarification that the shooting did not happen on its property was included in the reports checked for this article, and none is invented here.

Why It Matters

It matters first because the victims are so young. Four of the six people shot are teenagers, two are 15, and one of them is in critical condition with a gunshot wound to the back. A Halloween-night gathering on a college-town main street, an area of bars, restaurants and student housing, turned into a mass-casualty scene in minutes, and the fact that the youngest victims were 15 raises questions — about supervision, about how teenagers came to be in a late-night downtown crowd, and about how a loaded firearm came to be in the possession of a 16-year-old — that police have not yet answered and that this article does not answer for them.

It matters second because the case now tests how a university responds when its own community is directly affected. The University of Delaware has a student among the seriously injured, a campus beside the shooting scene, and a student body that spent Halloween weekend watching rumours outrun facts. Cancelling classes for a day, while keeping the campus open and pointing students to counselling, is a recognition that the harm is not only physical: students who were on Main Street, who heard the shots, or who know the victims need time and support, even when police say there is no ongoing threat. The university's explicit statement that the closure is not a safety measure is itself significant, because it separates the emotional and community impact from the threat assessment.

It matters third because the weapons charge, read carelessly, could mislead. A headline that says a teenager was "arrested" after the shooting invites readers to assume the shooter has been caught. Police have said no such thing. The teenager charged is a victim of the shooting, the charge concerns a firearm found on him during the investigation, and the shooting investigation itself remains open. Getting that distinction right is not a technicality: it determines whether the public believes the case is closed, whether witnesses still come forward, and whether a juvenile who is presumed innocent is fairly described. This article reports the charge exactly as police framed it, and no further.

What Happens Next

The immediate next steps are medical and procedural. The five victims still in hospital — one critical, four serious — remain under treatment, and any change in their conditions would be a genuinely new development. The 16-year-old defendant remains hospitalised in police custody, and his case will proceed through the juvenile and court process, though no next hearing date was given in the police update checked for this article. Any further charge, any identification of a shooter, or any arrest directly related to the Main Street gunfire would be a new development and would be reported as a follow-up, not folded into this article retrospectively.

For the university, Monday, November 2, will be a day without classes but with an open campus, counselling in Warner Hall from 9 a.m. to 4 p.m., and TimelyCare available around the clock. Tuesday, November 3, the university is closed for Election Day, and classes resume on Wednesday, November 4. Police have asked anyone with photos, video or information to contact Detective Paige Klein, and the university has said it will continue to share confirmed information through its alerts page. If police release a further update — on conditions, on a suspect, or on the recovered firearm — that update, not speculation, will decide the next chapter of this story.
