Two people were killed and two others were injured in a shooting at Moss Landing State Beach in Monterey County, California, sheriff's officials confirmed on Monday, November 2, 2026, in the first official casualty count since gunfire erupted shortly after midnight. The Monterey County Sheriff's Office described the violence as an isolated incident, said there was no active threat to the community, and said investigators still do not know whether the victims knew each other or what motivated the shooting.

The update, delivered at an early-afternoon news conference on Monday, replaces the uncertainty of the first hours after the shooting, when the sheriff's office would confirm only that there were multiple fatalities and casualties. It does not yet answer the central questions families and residents are asking: who was killed, who was wounded, and why. As of 12:30 p.m. Pacific time on Monday, the two people found dead at the scene had not been identified, no suspect had been named, and no arrests had been announced.

Key Points

• Two people were found shot dead and two others were injured in the Moss Landing shooting shortly after midnight on Monday, November 2, 2026, the Monterey County Sheriff's Office confirmed.
• Deputies and California Highway Patrol troopers responded at about 2 a.m. Pacific time to Jetty Road, near Moss Landing State Beach, about 18 miles northeast of Monterey.

• Sheriff's spokesperson Andy Rosas called the shooting an isolated incident and said there was "no active threat to the community," while warning: "This is going to be a lengthy investigation."
• The two people killed had not been identified as of 12:30 p.m. Pacific time on Monday, no motive had been determined, and officials said they did not know whether the victims knew each other.

What Happened

According to the sheriff's office, deputies and troopers with the California Highway Patrol were called at about 2 a.m. Pacific time to the area around Jetty Road in Moss Landing, an unincorporated community on Highway 1 roughly halfway between Monterey and Santa Cruz. When officers arrived, they found two people shot dead. Shortly afterwards, they learned that a third person connected to the shooting had arrived at a local hospital to be treated for a gunshot wound. A fourth person was also transported from the scene to a hospital for injuries related to the shooting.

Officials did not say how the third person was connected to the violence, and they did not immediately confirm the condition of either injured person. They also said no one else was located by law enforcement at the scene. The sheriff's office has asked anyone with information to call 831-755-5111.

Photographs from the scene on Monday showed red cups and other litter scattered across the sand, consistent with a beach gathering after the Halloween weekend, and the New York Post reported that the victims had been at a beach party when shots were fired just after midnight. North County Fire Protection Chief Jess Cortez told television station KTVU that the two dead victims had gunshot wounds to the chest. The scene itself was cleared at about 2:40 a.m., according to that report, but the beach and nearby roads remained closed on Monday at the sheriff's request.

At the news conference, Rosas, the sheriff's public information officer, was careful about what he would not yet say. "We have no information on whether these individuals knew each other," he told reporters, adding that an autopsy would determine how the two people died. He also said investigators had no information about a suspect. That restraint matters: in the first hours after the shooting, social media and local reports filled the gap with unconfirmed details, and the sheriff's office has now drawn a clear line between what is confirmed — two dead, two injured, one scene, no ongoing threat — and what is still unknown.

Background and Context

Moss Landing is a small, working coastal community best known for its harbour, its power plant and its state beach, a long strip of sand popular with surfers, birdwatchers and weekend visitors. It sits on Monterey Bay, about 18 miles northeast of the city of Monterey and a similar distance south of Santa Cruz. The beach itself closes at sunset, a point California State Parks Chief Park Ranger Mike Dippel made at Monday's news conference.

"These people were here after hours," Dippel told reporters, explaining why the gathering was not supposed to be on the beach in the early hours of Monday morning. State Parks police closed Moss Landing State Beach and nearby roads at the sheriff's request, and residents were asked to avoid the area while investigators worked.

The shooting is the latest in a grim run of gun violence over the Halloween weekend in the United States. Reports over the weekend described shootings at nightclubs, outside stadiums, near college campuses and in entertainment districts from California to Delaware, with the New York Times cited as counting at least 24 dead and 94 wounded nationwide over the holiday period. In Dallas's Deep Ellum entertainment district alone, three shootings in the early hours of November 1 left four people dead and about 15 wounded. The Moss Landing shooting, with its beach-party setting and its still-unexplained motive, fits that pattern of late-night, gathering-related violence — but investigators have not linked it to any other incident, and Rosas's description of it as isolated is, for now, the official position.

Monterey County has also seen the same strain on emergency services that follows any mass-casualty incident: a sheriff's investigation, a state parks closure, hospital treatment for the wounded, and a coroner's process for the dead, all running in parallel. The sheriff's office said on Monday that the investigation would be lengthy, a signal that the public should not expect a motive or an identification in the next few hours.

Moss Landing Shooting: What Investigators Still Need to Establish

The list of unknowns is long, and it shapes everything that follows. First, identity: the sheriff's office had not named either of the two people killed by midday Monday, and it had not described the two injured people beyond their connection to the scene and the hospital. Identification normally follows notification of next of kin, and in a case where officials do not yet know whether the victims knew each other, that process may take longer than the public expects.

Second, motive: Rosas said officials were still working to determine one. No argument, dispute or prior relationship has been publicly described, and no weapon has been publicly detailed. Third, the sequence of events: deputies arrived at about 2 a.m., but the shooting itself happened shortly after midnight, leaving a gap that investigators will try to fill with witness accounts, hospital records and any available video or dispatch audio.

Fourth, the gathering itself: who organised it, how many people were there, and whether it was a planned party or an informal gathering on the sand after hours. The red cups photographed on the beach suggest a social gathering, but officials have not characterised it beyond Dippel's point that the people were there after the beach had closed. Finally, whether anyone else was present and left before deputies arrived. Rosas said no one else was located at the scene, but he did not say that no one else had been there.

Each of those questions is ordinary in a homicide investigation, and each takes time. The sheriff's office has appealed for witnesses precisely because the answers are unlikely to come from the scene alone.

Reactions and Quotes

Rosas's briefing set the tone: factual, limited and deliberately cautious. "No active threat to the community," he said, a phrase that carries weight in a small coastal town where residents woke on Monday to closed roads and a closed beach. "We have no information on whether these individuals knew each other," he added. "This is going to be a lengthy investigation."

Dippel, speaking for California State Parks, added the practical context that the beach closes at sunset. "These people were here after hours," he said, a reminder that the gathering itself was outside the beach's normal hours, even before the violence is considered.

Earlier in the day, before the official count was released, residents had described a scene of confusion. One longtime Moss Landing resident told local reporters he had seen two bodies in the road in the morning, while another nearby resident reported hearing gunshots, women screaming and cars revving in the night. Those accounts, reported as eyewitness accounts and not as official findings, underline how little was confirmed until Monday afternoon — and why the sheriff's count, even without names, is a significant step.

Why It Matters

For Moss Landing, a community of a few hundred people built around fishing, farming and the harbour, a shooting that kills two and injures two is not a statistic. It is a trauma that will be felt in the harbour, in the local businesses and in the homes along Jetty Road. The closure of the state beach, a place residents use daily, is itself a visible reminder that the investigation is not over.

For California more broadly, the shooting adds to a Halloween weekend that has already prompted a national conversation about late-night gun violence at gatherings. The fact that the sheriff's office could not immediately name a motive or a suspect is not unusual, but it does mean that the public conversation will, for now, be driven by the confirmed facts — two dead, two injured, an isolated incident, a lengthy investigation — rather than by speculation about why it happened.

For the families of the victims, the most important fact on Monday was also the most painful: the names had not yet been released. Until they are, the story remains, in human terms, unfinished. The sheriff's appeal for information, and the tip line at 831-755-5111, are the practical next step for anyone who was at the beach, who heard the shots, or who knows who was there.

What Happens Next

Investigators will continue to work the scene and the hospital records, and the coroner's office will conduct autopsies to determine formally how the two people died. The sheriff's office is expected to release the victims' identities once next of kin have been notified, and to update the public if a suspect is identified or an arrest is made. Moss Landing State Beach and the closed roads will reopen only when the sheriff's office and State Parks are satisfied that the investigation no longer needs them closed.

Residents have been asked to avoid the area and to call the sheriff's office with any information. US News Pulse will update this story as soon as the sheriff's office names the victims, announces an arrest, or gives a motive for the shooting.
