On the final day of campaigning before Americans voted in the 2026 midterm elections, the White House published a sweeping self-assessment of Donald Trump's second term: "President Trump's Second Term: Promises Made, Promises Kept, Results Delivered", listing 127 promises it says the president has kept.

Key Points

• The White House released a 127-item "promises kept" list on Monday, 2 November, the final day of campaigning before the 3 November midterms.
• It claims new and improved trade agreements with partners including India, China, Japan, the UK and the European Union, covering more than half of global GDP.
• It credits Trump with peace in eight conflicts, including between India and Pakistan, a claim India has repeatedly rejected.
• On immigration, it cites 98,708 southwest border apprehensions in fiscal year 2026, a 95 per cent fall from the Biden-era annual average of more than 1.8 million.
• India says its February trade arrangement was only a framework for an interim agreement, and that the India-Pakistan halt in military action came through direct military contact, not third-party mediation.

What Happened

The document pairs each item as a promise Trump made, usually quoted from a campaign speech, followed by what the administration says it did to fulfil it. Its opening passage declares that Trump "has executed the most sweeping restoration of American sovereignty, strength, and prosperity in modern history" and has "kept more promises than any modern President".

The timing was unmistakably political. The list was posted on Monday, the last day of campaigning, after more than 57 million Americans had already cast early ballots. Democrats need a net gain of three House seats and four Senate seats to take both chambers; Republicans hold a 53-47 Senate majority and a narrow House edge.

Coverage in India focused on two claims in particular. Reports on Tuesday noted that the White House credited Trump with securing improved trade agreements, including with India, and with ending eight conflicts, including the India-Pakistan conflict of May 2025.

Background and Context

The trade claim rests on a February announcement by the United States and India. In a joint statement, the two governments said they had "reached a framework for an Interim Agreement regarding reciprocal and mutually beneficial trade" and would work promptly to implement it and to conclude a broader bilateral trade agreement.

That framework, however, was not a signed final agreement, and Indian officials have been careful ever since to describe it as a step towards a deal rather than the deal itself. The White House list nevertheless presents India among partners with which Trump has "secured" improved agreements, wording Indian media and officials have challenged.

The peace claim has a longer and more contested history. Trump has repeatedly said he helped end the India-Pakistan military confrontation that followed Operation Sindoor in May 2025. New Delhi has repeatedly rejected that account, maintaining that the understanding to halt military action came after Pakistan's Director General of Military Operations contacted his Indian counterpart directly, without third-party involvement.

Trump 127 Promises Kept: What the List Claims at Home

On immigration, the document's most detailed section, the White House says the administration resumed border wall construction, secured 46.5 billion dollars to build it as part of the Working Families Tax Cuts, and completed 250 miles of new border barrier since 20 January 2025. It says Customs and Border Protection encountered just 763 unaccompanied minors at the southern border in August 2026, down nearly 95 per cent from 14,237 in August 2023, and that more than three million people without legal status have left the country, including nearly 1.2 million deported or removed.

On deportations, the list says the illegal immigrant population has fallen by at least 2.3 million, that Immigration and Customs Enforcement has carried out nearly 1.3 million arrests, and that the United States recorded negative net migration in 2025 for the first time in at least 50 years.

On the economy, the document points to prescription drug prices, which it says saw their sharpest drop in 63 years, to car insurance costs falling since February, and to grocery prices declining in September.

Reactions and Quotes

The White House frames the document in the broadest terms, saying Trump "has reversed decades of decline, kept more promises than any modern President, and delivered results for working families that once seemed impossible". On trade, its central claim is that "by using tariffs as leverage, President Trump secured new and improved trade agreements with major U.S. trading partners covering more than half of global GDP".

Indian reporting, by contrast, treated the two disputed claims as the story. Reports noted that the India-US arrangement "has not yet been finalised" and that the two countries had announced only a framework, committing to work towards implementation and a broader agreement. On the ceasefire, reports repeated New Delhi's position that the halt in military action followed direct contact between the two countries' military operations chiefs, and that India has "repeatedly rejected claims of Trump's mediation" in securing it.

Why It Matters

The list matters for three reasons. First, it is the administration's own chosen summary of its second term, and it will be quoted back in debates over the next two years whether Republicans keep Congress or lose it. Second, its trade and peace claims touch live negotiations: an interim trade framework still being implemented, and a region where the United States is simultaneously involved in Iran, Ukraine and Venezuela diplomacy. Third, it tests how voters weigh official claims against independent checks.

What Happens Next

Attention now turns to the results. If Republicans hold both chambers, the White House will present the list as vindication and press ahead with policies it describes as unfinished, including the broader India bilateral trade agreement and further border measures. If Democrats take one or both chambers, the same list will become a target for oversight, with committees able to test its claims through hearings and document requests.
