Washington — Defence Secretary Pete Hegseth on Tuesday, November 3, 2026, defended the Caribbean boat second strike at a White House cabinet meeting, saying the Navy commander who ordered the follow-up attack made the right call in the fog of war. The Hegseth boat second strike defence came at the same meeting where President Donald Trump distanced himself from the second hit, saying he knew nothing about people being killed in it.

The exchange put the counterdrug campaign under fresh scrutiny, as lawmakers opened investigations and legal experts questioned whether a second strike on survivors could be lawful.

Key Points

• Hegseth defended the follow-up strike on an alleged drug boat in the Caribbean in early September, saying he did not see survivors in the water after the vessel exploded in fire and smoke.
• He said Navy Vice Adm. Frank "Mitch" Bradley, who ordered the second hit, "made the right call" and had complete authority to do so.
• President Trump said at the same cabinet meeting that he "didn't know anything" about people being killed in the second strike.
• The defence follows a Washington Post report that Hegseth issued a verbal order to "kill everybody" on the boat, the first vessel hit in the campaign.
• The campaign has grown to more than 20 known strikes and more than 80 dead, with lawmakers now investigating the second strike.

What Happened

At the cabinet meeting on Tuesday, Hegseth was asked about the second strike on the first boat targeted in the administration's counterdrug campaign in the Caribbean in early September. He described a chaotic scene after the initial attack, saying the vessel "exploded in fire, smoke" and that he did not see any survivors in the water. He added that he "didn't stick around" after the initial strike.

Hegseth said Bradley, the officer who ordered the second hit, acted within his authority. "He made the right call," Hegseth said, adding that Bradley "had complete authority to do" so. The White House had said on Monday, November 2, that Bradley acted "within his authority and the law," and Hegseth said on social media that he stood by Bradley's combat decisions.

Trump offered a different account. He said he "didn't know anything" about people being killed in the second strike and that he "still hasn't gotten a lot of information because I rely on Pete." That contrast is likely to shape the congressional inquiries now under way.

Background: The First Boat and the "Kill Everybody" Report

The boat at the centre of the dispute was the first vessel struck in the administration's campaign against alleged drug trafficking in the Caribbean and the eastern Pacific, which began in early September. According to the Washington Post report that prompted the latest controversy, Hegseth gave a verbal order to "kill everybody" on the boat, and a second strike then killed two survivors who were clinging to wreckage.

The administration calls the campaign a lawful effort to stop drugs reaching the United States. Critics, including the UN High Commissioner for Human Rights, say the strikes violate human rights law and amount to extrajudicial killing, and the UN has called for them to halt.

Since early September, US media counts put the toll at more than 80 dead across more than 20 known strikes in the Caribbean and the eastern Pacific.

Hegseth Boat Second Strike: What the Defence Secretary Said

Hegseth framed his defence around the "fog of war," a phrase commanders use to describe the confusion and incomplete information of combat. He said he did not see survivors after the first explosion, and he presented Bradley's decision as a battlefield judgement made by the officer on the scene, not a political decision made in Washington. That framing matters legally as well as politically: if Bradley acted on his own authority, the administration can argue the second strike was a tactical decision, not an order from the top.

But legal experts told the Associated Press that a second strike on survivors may violate peacetime and armed-conflict law, noting the Pentagon manual cites striking survivors of a sunken ship as patently illegal. Investigators will ask what Bradley knew and whether the people in the water were still a threat or already hors de combat.

Hegseth did not directly address the reported "kill everybody" order in detail. His emphasis was on standing by Bradley.

Reactions and Quotes

"It was the fog of war," Hegseth said of the scene after the first strike, explaining that he did not see survivors in the water. He added of Bradley: "He made the right call" and "had complete authority to do" so.

Trump was more distant. "I didn't know anything" about people being killed in the second strike, he said, adding: "I still haven't gotten a lot of information because I rely on Pete." The president did not criticise Hegseth or Bradley at the meeting, and his remarks left open whether he had been briefed on the second strike at the time it happened.

Lawmakers have opened investigations, while supporters say the strikes deter smugglers and critics say deterrence cannot justify killing survivors.

Why It Matters

The second strike matters for three reasons. First, legality: if the follow-up was unlawful, it weakens the legal foundation of the whole campaign. Second, accountability: the public still lacks a full official account of who ordered what. Third, trust: the campaign is conducted largely out of public view, with limited video and little evidence about individual boats.

The episode also lands as the midterms decide control of Congress — and therefore the power to investigate the Pentagon.

What Happens Next

Congressional investigators are expected to seek Pentagon testimony and documents, including the orders, any video and the after-action reports. Bradley's role will be examined closely, as will whether Hegseth's reported verbal order was relayed to him.

The administration shows no sign of pausing the campaign, and Hegseth's defence suggests the Pentagon will keep defending individual commanders.
