Former North Carolina governor Roy Cooper has won the state's open United States Senate seat, defeating Republican Michael Whatley in the 2026 midterm elections and giving Democrats their first Senate victory in North Carolina since 2008. The result flips a seat held by Republicans and marks an early and important step in the Democrats' uphill effort to retake control of the Senate.

Cooper, a Democrat and a popular two-term governor, was projected the winner on Tuesday, November 3, 2026, by the Associated Press and other media outlets. The win ends a long Democratic drought in North Carolina Senate races and succeeds retiring Republican Senator Thom Tillis, who decided not to seek re-election after breaking publicly with President Donald Trump.

Key Points

• Democrat Roy Cooper defeated Republican Michael Whatley for North Carolina's open US Senate seat on November 3, 2026.
• The victory is the first Democratic Senate win in North Carolina since Kay Hagan's win in 2008.
• Cooper succeeds retiring Republican Senator Thom Tillis, flipping a Republican-held seat.
• Decision Desk HQ showed Cooper leading by a wide margin in early tallies, with the race called at 8:23 p.m. Eastern Time.
• Democrats entered election night needing a net gain of four Senate seats to overturn the Republicans' 53-47 majority.

What Happened

North Carolina voters chose Cooper over Whatley, a former chair of the Republican National Committee, in one of the most closely watched Senate races of the midterm cycle. The Associated Press and media projections called the race for Cooper on election night, after polls closed and early returns showed a clear lead.

Decision Desk HQ put Cooper at about 55 to 67 percent of the vote in early tallies. Its race page showed Cooper with 1,501,539 votes, or 66.80 percent, to Whatley's 709,535 votes, or 31.56 percent, when about 51 percent of the vote had been reported. The race was called at 8:23 p.m. Eastern Time on November 3.

The scale of the early lead matched the pattern of the campaign. Cooper led every October poll by between seven and 14 points, a consistent advantage that suggested North Carolina, often one of the closest battleground states in the country, was leaning firmly toward the Democrat in this race.

Background and Context

The seat was open because Tillis, the Republican incumbent, chose not to seek re-election. Tillis had broken publicly with President Trump before stepping aside, a split that underlined the tensions inside the Republican Party in North Carolina and nationally. His retirement created a rare open-seat contest in a battleground state, and both parties treated it as a top priority.

Cooper served two terms as North Carolina's governor, building a reputation as a steady and pragmatic Democrat who could win in a politically divided state. He had previously served as the state's attorney general and as a state legislator, giving him decades of experience in North Carolina politics. That background contrasted with Whatley's career in national party politics, where he had chaired the Republican National Committee but had less experience running for office in North Carolina itself.

Money also told part of the story. Cooper raised 47.2 million dollars over the election cycle, according to mid-October filings with the Federal Election Commission. Whatley raised 13.7 million dollars over the whole two-year cycle. The fundraising gap allowed Cooper's campaign to run a larger advertising and field operation across North Carolina's large and diverse media markets, from Charlotte and Raleigh to the rural counties where turnout can decide statewide races.

Roy Cooper's North Carolina Senate Win

The importance of Cooper's win goes beyond North Carolina. Democrats entered election night needing a net gain of four seats to take control of the Senate from the Republicans' 53-47 majority. North Carolina was widely seen as the first of those four pickups, and one of the most winnable, given Cooper's polling lead and fundraising advantage. Winning it keeps the Democrats' path to a majority alive, even though three further net gains would still be needed.

Reactions and What the Result Means

Media projections on election night treated the North Carolina result as a significant early call. The Associated Press declaration, followed by Decision Desk HQ's call at 8:23 p.m. Eastern Time, came while votes were still being counted in other parts of the country, and it set the tone for coverage of the Senate map.

Why It Matters

North Carolina's Senate seat matters because it changes the arithmetic of the Senate. A Democratic pickup reduces the Republican majority and brings Democrats closer to the 51 seats needed for control, although they would still need further gains to reach that threshold. It also gives Democrats a senator from a key battleground state, with a voice in debates over the economy, health care and the judiciary.

The result also matters for 2028. North Carolina is a presidential battleground, and a Democratic Senate win there, by a popular former governor, could shape how both parties approach the state in the next presidential election. Cooper himself has long been mentioned as a national figure, and his move to the Senate will keep him at the centre of Democratic politics.

What Happens Next

Cooper will take his seat in the Senate when the new Congress convenes in January 2027, succeeding Tillis. Until then, the focus will turn to the remaining Senate races and to whether Democrats can secure the further net gains they need for a majority. If they fall short, Cooper will still be part of a larger Democratic minority, but one with a stronger voice from a battleground state.

The final vote totals will be certified in the coming days, and the certified margin may differ from the early tallies reported on election night. Whatever the final numbers, the outcome is clear: North Carolina has elected Roy Cooper to the United States Senate, and Democrats have their first Senate win in the state since 2008.
