Democrat J.D. Ford has defeated three-term Republican Representative Victoria Spartz in Indiana's 5th Congressional District, one of the biggest upsets of the 2026 midterm elections. Decision Desk HQ projected Ford the winner on Tuesday night, November 3, 2026, flipping a seat Democrats last held in 1990.

The result stunned political watchers. President Donald Trump carried the district by about 17 points in 2024, and Spartz won re-election two years earlier by more than 18 points. On Tuesday night Ford led by more than 9,000 votes with almost all precincts counted, declared victory, and Spartz had not publicly conceded.

Key Points

• Democrat J.D. Ford beat Republican Representative Victoria Spartz in Indiana's 5th District on November 3, 2026; Decision Desk HQ projected his win at 9:49 p.m. Eastern Time.
• Decision Desk HQ showed Ford with 133,039 votes (51.79 percent) to Spartz's 123,828 (48.21 percent) at more than 95 percent reporting; later AP figures showed Ford with 134,476 votes to Spartz's 125,851 at 96.9 percent reporting.
• The district covers Indianapolis's northern suburbs — Carmel, Fishers and Noblesville — plus Muncie and Marion. It had not elected a Democrat since 1990, and Trump carried it by about 17 points in 2024.
• Ford, a two-term Indianapolis state senator and Indiana's first openly gay state legislator, becomes the first openly gay member of Congress from Indiana.
• The Democratic Congressional Campaign Committee added the seat to its competitive list in August, and the flip fed the night's Democratic House majority projection.

What Happened

Decision Desk HQ called the race for Ford at 9:49 p.m. Eastern Time on Tuesday, relatively early on an election night full of close contests. At that point Ford led by 9,211 votes, 133,039 to 123,828, with more than 95 percent of the vote reported. Later Associated Press figures showed a similar margin, although the Associated Press had not yet formally called the race.

Ford declared victory on Tuesday night, while Spartz had not publicly conceded. That gap is common on election night, when a trailing candidate waits for every ballot to be counted, but Ford's lead and the share of votes already reported left little room for the result to change.

The district stretches from the fast-growing suburbs north of Indianapolis through smaller cities including Muncie and Marion. Those suburbs have been changing for years, growing younger, more diverse and more highly educated, and Tuesday's result showed that change finally reaching the ballot box in a congressional race.

Background: A Republican Seat Since 1990

Indiana's 5th District has been Republican territory for more than three decades. Spartz, first elected in 2020, won re-election two years earlier by more than 18 points, a margin that would normally mark a seat as safe, and Trump's 17-point win there in 2024 reinforced that picture.

But national Democrats saw something changing. The Democratic Congressional Campaign Committee added the seat to its competitive list in August, a signal the race was closer than the district's history implied. Spartz, a Ukrainian-born former state senator known for her outspoken style, had also become a more polarising figure than the typical suburban Republican, while Ford campaigned as a pragmatic legislator focused on schools, health care and local economic issues.

J.D. Ford Indiana 5th District: How the Upset Happened

The J.D. Ford Indiana 5th District upset was built in the suburbs. Carmel, Fishers and Noblesville are among the fastest-growing communities in the Midwest, full of families drawn by schools, tech jobs and health care employers. Those voters care about the cost of living, public schools and local services, and Ford's campaign spoke directly to those concerns.

Ford also brought a distinctive personal story. A two-term state senator from Indianapolis, he was Indiana's first openly gay state legislator, and his election makes him the first openly gay member of Congress from Indiana. His campaign presented that milestone as an argument about representation: that the district's member should reflect the whole district. The national mood helped too — midterm elections often punish the party in the White House, and Tuesday brought Democratic gains across the country.

Reactions

Ford declared victory on Tuesday night, capping a campaign few had expected to succeed when it began. His win was quickly noted nationally as one of the night's biggest surprises, alongside other Democratic flips in states where Republicans had long held sway.

Spartz had not publicly conceded as results came in. A concession is a custom rather than a legal requirement, and with Ford's lead above 9,000 votes and almost all precincts reporting, the outstanding ballots would have had to break overwhelmingly for Spartz to change the outcome. National Democrats treated the result as proof that their expanded midterm battlefield was real; for Republicans, losing a Trump-plus-17 seat raised uncomfortable questions about suburban voters.

Why It Matters

The seat matters for three reasons. First, it is part of the Democratic House majority projected on Tuesday night, and every seat in a narrow majority carries weight. Second, it warns Republicans about the suburbs: the 5th District is exactly the kind of affluent, educated, fast-growing suburban seat where Republicans have been losing ground nationally for a decade. If a district Trump carried by 17 points can flip, few suburban seats can be treated as safe. Third, it changes representation for the district itself, which for more than 35 years has sent a Republican to Washington and will now send a Democrat.

What Happens Next

Ford will take his seat in the new Congress in January 2027, joining the Democratic House majority projected on election night. His first tasks will be hiring staff, opening district offices in the suburbs and in Muncie and Marion, and setting out his committee assignments and legislative priorities.

Spartz's political future is uncertain, and her loss in a seat she won by more than 18 points two years earlier will prompt debate within Indiana Republican circles about what went wrong. Both parties will study the result closely ahead of 2028.
