The Associated Press declared Scott the winner at 12:35 a.m. EST on Wednesday, November 4, 2026, after Tuesday's November 3 vote. Decision Desk HQ figures, with more than 95 percent reported, put Scott on 160,635 votes (52.47 percent) against 140,548 votes (45.91 percent) for Janoo, a Burlington economist and political newcomer.

What Happened

Vermonters voted on Tuesday, November 3, 2026, in a midterm election that delivered historic results across the United States. In Vermont, the governor's race drew attention not because the outcome was in doubt for most of the evening, but because the margin told a story of its own. Scott, seeking a sixth straight two-year term, faced Janoo, a Democrat who had never run for statewide office and who argued that Vermont needed a change of direction after a decade of Scott's leadership.

As results came in, it became clear Scott would win, but by far less than the commanding margins of his recent campaigns: 73 percent in 2024 and 71 percent in 2022. This time his share stood at 52.47 percent, with Janoo at 45.91 percent. Janoo conceded shortly before 11 p.m. on Tuesday, and the Associated Press formally declared Scott the winner in the early hours of Wednesday morning.

The narrower margin reflects a changed political mood. Scott remains personally popular with many voters, including Democrats and independents who have backed him before, but the 2026 midterms were a difficult night nationally for Republicans. In Vermont that mood showed up in the governor's race and, more sharply, in legislative contests, where Democratic gains could restore a supermajority.

Background/Context

Vermont is one of only two states, along with New Hampshire, that elects its governor every two years rather than every four. That quirk means Vermont governors face the voters far more often than their counterparts elsewhere, which makes Scott's run of six consecutive victories all the more remarkable. He first won the office in 2016 and has been returned to it in every election since.

Vermont's politics have long defied simple partisan labels. It is reliably Democratic in presidential elections, yet it has repeatedly elected Republican governors, and Scott, a moderate Republican known for a pragmatic style, has thrived in that environment. His previous landslide wins owed much to support from voters who backed Democrats for other offices. The 2026 result suggests that crossover appeal, while still enough to win comfortably, is no longer as broad as it was.

Phil Scott Vermont Governor: A Historic Sixth Term

The history attached to Scott's sixth term sets this victory apart from a routine re-election. He is the first governor to win six consecutive terms since Vermont switched to a two-year cycle in 1870, a milestone no other modern Vermont governor has reached. If he serves out the full term, he will become the longest-serving governor in the state's history since Vermont joined the Union in 1791.

That record places Scott alongside the defining figures of Vermont's political history and gives him an unusual opportunity: a sixth term is a chance to shape a legacy and prepare the ground for whoever follows him.

The result fits the wider pattern of the 2026 midterms, a night on which voters chose historic firsts elsewhere too. In New Hampshire, Kelly Ayotte won re-election as governor despite the national Democratic wave, while Stacey Plaskett became the first woman elected governor of the US Virgin Islands and Keisha Lance Bottoms made history in Georgia.

Reactions/Quotes

The outcome was accepted quickly by both sides. Janoo conceded shortly before 11 p.m. on Tuesday, before the Associated Press had formally called the race, a graceful end to a campaign by a first-time candidate who had nevertheless pushed a popular incumbent to his closest result in years. Her vote share showed her campaign had connected with a large section of the Vermont electorate, even if it fell short of victory.

The other significant reaction of the night came from the legislative results. Democratic gains could restore a supermajority, giving lawmakers the power to override a governor's veto. At the same time, Democrat Molly Gray won the race for lieutenant governor, splitting the state's executive chamber between the parties. Scott's sixth term will therefore be fought in a more contested landscape than his fifth.

Why It Matters

Scott's sixth term matters for Vermont, and for what it reveals about American politics in 2026. First, it confirms that a moderate Republican can still win in a Democratic state, even in a year that was punishing for his party nationally. That suggests personal reputation and a record of pragmatic government can still outweigh national partisan tides, at least in a small state where voters know their governor well.

Second, the narrower margin matters. A governor who won with 73 percent two years ago and 52.47 percent now governs with a different mandate. Scott will read the result, as will the legislature, as a signal that Vermonters want change at the margins, even if they were not ready to change the governor himself. The Democratic legislative gains reinforce that message.

What Happens Next

Scott will be sworn in for his sixth term in January 2027, beginning a two-year term running to January 2029. The immediate task will be the new legislative session, in which he will face a legislature where Democrats have strengthened their position and may hold a veto-proof supermajority.

The next two years will show whether the closer margin of 2026 was a one-off or the start of a more competitive era. Either way, the governor who begins that period is a record-breaker.
