House Speaker Mike Johnson will not seek the top Republican leadership post in the next Congress, telling his staff on Wednesday morning that he is stepping aside after voters handed control of the House to Democrats in the 2026 midterm elections. The decision, reported by Reuters, the Associated Press and USA Today, ends Johnson's three-year run as Speaker and opens a swift contest to lead a smaller, chastened Republican conference into the minority, with House Majority Leader Steve Scalise and House Judiciary Chairman Jim Jordan expected to run.

The announcement came less than a day after Johnson conceded the House majority on election night in Shreveport, Louisiana. It came with an important clarification: Johnson won re-election to his Louisiana Fourth District seat on Tuesday and is not expected to resign from Congress. He is giving up the leadership, not his seat, and he told supporters overnight that Republicans would fight to win the chamber back in 2028.

Key Points

• Speaker Mike Johnson told staff on Wednesday, November 4, 2026, that he will not run for minority leader in the new Congress.
• Johnson won re-election in Louisiana's Fourth District and is not expected to resign from Congress.
• House Majority Leader Steve Scalise is launching a bid to become the top House Republican, according to the Wall Street Journal.
• House Judiciary Chairman Jim Jordan is also expected to run, setting up a Scalise-versus-Jordan contest.
• House Republicans plan to hold their leadership elections on November 10, according to a Republican aide.

What Happened

Johnson delivered the news to his staff on a call on Wednesday morning, according to multiple reports. Reuters reported the decision at 15:23 UTC, while the Associated Press, citing two people familiar with his plans, reported it at 15:21 UTC, and USA Today, citing two sources, reported the same decision. By announcing on Wednesday morning, Johnson gave potential successors a clear field and gave his members time to weigh their choices before the November 10 vote, rather than leaving days of speculation about his intentions.

Background and Context

Johnson's speakership was defined by arithmetic. He governed with a majority so narrow that a handful of defections could sink a bill, spending much of his tenure negotiating between competing wings of his own conference. Supporters credit him with holding the conference together through difficult votes and raising hundreds of millions of dollars for the 2026 cycle. Critics argue that the party's midterm losses, in both the House and the Senate, showed that the strategy had run its course.

The 2026 midterms were a rout for Republicans. Democrats won control of the House and the Senate on Tuesday, November 3, sweeping competitive races across the country and flipping seats Republicans had spent heavily to defend. Johnson conceded the House majority at a watch party in Shreveport on election night, acknowledging that Republicans had failed to defy more than a century of midterm history, in which the president's party typically loses seats. The scale of the defeat left little room for a leadership campaign built on continuity.

Mike Johnson Leadership Race: Scalise and Jordan Move

The contest to replace Johnson is already taking shape. Scalise, as majority leader, has been Johnson's deputy and the conference's chief vote-counter. He knows the members, the districts and the deals, and his supporters are likely to present him as a steady, experienced hand who can unite the conference after a bruising defeat. Jordan, who chairs the Judiciary Committee, is one of the party's most prominent conservative voices and a favourite of its activist base. His supporters are likely to argue that the party needs a sharper, more combative opposition leader.

The November 10 leadership elections will test which argument wins. Members will vote in a closed conference meeting, and the winner will become minority leader when the new Congress convenes on January 3, 2027, working alongside the incoming Democratic Speaker, who is expected to be House Democratic Leader Hakeem Jeffries. The new minority leader must also manage the relationship with President Donald Trump, whose agenda will now face a Democratic House and Senate, and with a conference that includes both members who want confrontation and members who want a path back to the majority.

Reactions and Quotes

Johnson's overnight statement set the tone for his departure from leadership. He said that a new battle was just beginning and vowed that Republicans would take back the House in 2028, language designed to rally a defeated party rather than dwell on the loss. The message was consistent with his election-night speech in Shreveport, in which he described serving as Speaker as the honour of his life and promised that the party would finish the job it had started.

Why It Matters

Johnson's decision matters because the House minority leader is one of the most important jobs in American politics, even out of power. The minority leader chooses the party's negotiators, decides which Democratic bills to fight and which to shape, and serves as the public face of the opposition. In a closely divided political environment, a skilled minority leader can slow legislation, force concessions and keep the party's message disciplined, while a weak one can watch the conference fragment.

What Happens Next

House Republicans will hold their leadership elections on November 10, according to a Republican aide. Between now and then, Scalise and Jordan, and any other candidates who enter, will lobby their colleagues, make their pitches in conference meetings and seek endorsements from influential members and outside groups. The vote will be by secret ballot within the conference, and the winner will need a majority of those voting.
