The NBA has confirmed that Rwanda BAL sanctions are the reason the country's army-backed basketball team was removed from the Basketball Africa League, ending months of silence about one of African basketball's most conspicuous absences. The confirmation came on Wednesday, November 4, 2026, in a written response from NBA deputy commissioner Mark Tatum to United States senators who had demanded an explanation for the club's disappearance from the 2026 season. Tatum said Armée Patriotique Rwandaise, known as APR, "had been withdrawn" after the United States imposed sanctions on Rwanda's military in March 2026, and that the club will remain ineligible while those sanctions remain in force. It is the first time the league has publicly tied APR's absence to sanctions.

Key Points

• The NBA confirmed on November 4, 2026, that APR was removed from the 2026 Basketball Africa League because of United States sanctions against Rwanda's military.
• Deputy commissioner Mark Tatum told senators APR "had been withdrawn" and will stay barred while the sanctions remain in force.
• The United States imposed the sanctions in March 2026 over allegations that Rwanda's military fuelled the conflict in the Democratic Republic of Congo by supporting the M23 rebel group, with further sanctions on Rwanda's defence ministry imposed last week.
• Democratic Senator Jeffrey Merkley and Republican Senator Marsha Blackburn wrote to the NBA on October 23, warning the league risked "becoming complicit in sportswashing" and setting a November 2 deadline for a written response.
• APR represented Rwanda in the league in 2024 and 2025, finishing third in 2025, and was replaced by the RSSB Tigers in 2026, while Rwanda remains a league partner hosting finals at Kigali's 10,000-seat BK Arena.

What Happened

APR's absence from the 2026 season had been announced without an explanation. That changed on Wednesday, when the NBA confirmed the reason in its response to the senators' letter: the club had been withdrawn following the sanctions imposed in March 2026.

The senators wrote on October 23, questioning the NBA's continued partnership with Rwanda and giving the league until November 2 to respond in writing. The NBA's confirmation arrived two days after that deadline, on November 4, and it answered the central question directly: APR is out because of sanctions, and it stays out for as long as those sanctions remain in force.

Background and Context

APR is the basketball team of Rwanda's army, representing Rwanda in both 2024 and 2025. Its third-place finish in 2025 underlined its standing, which made its disappearance from the 2026 season all the more noticeable. For 2026, the RSSB Tigers took APR's place, keeping a Rwandan club in the league while the army-backed side sat out.

Rwanda's connection to the league runs deeper than one club. The country remains a partner of the league and hosts its finals at the BK Arena in Kigali, a 10,000-seat venue. That dual role — host and partner on one hand, sanctioned military club on the other — is at the heart of the tension now exposed by the confirmation.

Rwanda BAL Sanctions and the Congo Conflict Behind Them

The sanctions at the centre of this story were imposed by the United States over allegations that Rwanda's military fuelled the conflict in the Democratic Republic of Congo by supporting the M23 rebel group. The first measures came in March 2026, and further sanctions on Rwanda's defence ministry were imposed last week, according to the reporting of the NBA's confirmation. The league's position follows from those measures: a club backed by a sanctioned military cannot take part while the sanctions stand.

That is what makes this case different from an ordinary sporting decision. APR was not removed for results or for failing to qualify. It was removed because a foreign-policy measure reached into the competition and changed who was allowed to play.

Reactions and Quotes

The clearest statement in the story comes from the NBA itself. In his response to the senators, deputy commissioner Mark Tatum said APR "had been withdrawn" following the March 2026 sanctions, and that the club will remain barred or ineligible while the sanctions remain in force. The wording is careful, but the meaning is not in doubt: the exclusion is tied to sanctions, not to sporting merit.

The senators' letter framed the concern in sharper language. Merkley, a Democrat, and Blackburn, a Republican, warned that the NBA's continued partnership with Rwanda risked "becoming complicit in sportswashing" — the use of sport to improve the image of a government facing serious criticism. Their bipartisan letter, and the deadline they attached to it, forced the answer that the league had previously withheld: the absence now has an official explanation.

Why It Matters

The confirmation sets a precedent that will be watched well beyond basketball. It shows that United States sanctions can remove a team from a major continental competition, even when the league's partnership with the team's home country continues. For players, the cost is immediate: APR's squad lost a season on a continental stage after a third-place finish.

It also sharpens the scrutiny of sport's relationship with governments. Rwanda still hosts the league's finals in Kigali, so the NBA must now explain, in public, how it separates a partnership with a country from a ban on that country's army-backed club. Readers following other basketball stories, including the Warriors' pay standoff with Kristaps Porzingis, will recognise the same theme: off-court decisions increasingly decide who plays.

What Happens Next

APR's return depends on the sanctions, not on the league's fixture list. While the measures remain in force, the club stays ineligible, and the RSSB Tigers' place as Rwanda's representative stands. If the sanctions are lifted or changed, the question will be whether APR is restored for the next season. Senators are also likely to keep pressing the NBA on the wider Rwanda partnership — a reminder, also visible in the Ravens' deepening quarterback crisis, of how off-field rulings keep reshaping a season.

Frequently Asked Questions

Why was APR removed from the Basketball Africa League?

Because of United States sanctions against Rwanda's military, imposed in March 2026. The NBA confirmed on November 4, 2026, that APR "had been withdrawn" following those sanctions.

Who are APR?

Armée Patriotique Rwandaise is Rwanda's army-backed basketball team. It represented Rwanda in the Basketball Africa League in 2024 and 2025 and finished third in 2025.

What did the senators ask the NBA?

Senators Jeffrey Merkley and Marsha Blackburn wrote on October 23 questioning the NBA's continued partnership with Rwanda, warning it risked "becoming complicit in sportswashing", and set a November 2 deadline for a written response.

Will APR return to the league?

Only if the situation around the sanctions changes. The NBA said the club will remain barred or ineligible while the sanctions remain in force.

Does this end Rwanda's role in the league?

No. Rwanda remains a league partner and hosts the finals at Kigali's 10,000-seat BK Arena, and the RSSB Tigers replaced APR as Rwanda's representative in 2026.
