OpenAI unveiled its National Community Compact on Thursday, November 5, 2026, pledging to pay the full cost of electricity and supporting infrastructure for the data centres it owns and operates, so local households do not pay for the power its artificial intelligence systems consume.

Key Points

• OpenAI unveiled its National Community Compact on November 5, 2026, pledging to pay the full cost of electricity and supporting infrastructure for the data centres it owns and operates.
• The company will avoid nondisclosure agreements with public officials and publish clear data on noise, water and energy use before breaking ground.
• OpenAI also promised to cut power use at peak times, send electricity back to the grid and set local hiring goals.
• Chief global affairs officer Chris Lehane said the framework came from months of talks with residents and officials in Georgia, Ohio, Texas and other states.
• The move came two days after voters backed candidates and measures curbing data centres.

What Happened

OpenAI announced the compact on Thursday, November 5, 2026, setting out commitments for the data centres it owns and operates. The central pledge is financial: the company will pay the full cost of the electricity its facilities use, plus the supporting infrastructure needed to deliver that power, so the expense does not fall on households nearby. That answers residents' fear that the facilities' enormous power demand will push up their own bills.

The compact also changes how OpenAI negotiates. It will avoid nondisclosure agreements in data-centre talks with public officials, a practice criticised because it can keep residents from learning what has been agreed on their behalf until a project is already under way. Before breaking ground, OpenAI will publish clear data on expected community impacts, including noise, water and energy use, so residents and local officials can see the numbers in advance.

Two further commitments cover how the centres behave once running. OpenAI will cut power use at peak times, when demand on the grid is highest, and send electricity back to the grid where it can. It will also set local hiring goals, so the jobs a data centre creates go, at least in part, to people who live nearby. Alongside the compact, OpenAI released a Compute Campus Policy Blueprint urging lawmakers to adopt similar standards.

Background and Context

The compact arrives as the data-centre boom collides with local politics. The United States is building vast computing capacity for artificial intelligence, and the facilities consume electricity at a scale more like a small city than a single business. They also need water for cooling, land and new transmission lines. In many towns, residents have learned about a proposed centre only after land deals were signed, and opposition has grown as the scale of the projects has become clear.

The numbers are striking. Data Center Watch says at least 45 data-centre projects worth $88 billion were disrupted by local opposition in the second quarter of 2026 alone, and S&P Global reported more than 145 projects delayed or cancelled through early August. The backlash reached the ballot box this week: two days before the announcement, voters backed candidates and measures aimed at curbing data centres. OpenAI said the compact was planned before the election and in development since August. OpenAI had already signalled a post-midterm policy push, including community agreements and a rebranding of data centres as AI compute campuses.

OpenAI National Community Compact: What the Pledges Cover

The pledges fall into three groups: money, openness and day-to-day operation. On money, OpenAI will pay the full cost of electricity and supporting infrastructure for the data centres it owns and operates. The wording matters: it covers facilities the company owns and runs itself. How the payments will be structured is not yet spelled out.

On openness, the commitments are the end of nondisclosure agreements with public officials and the publication of community-impact data before construction, closing the information gap that has fuelled much of the opposition. On operations, the compact promises to cut power use at peak times, return electricity to the grid and set local hiring goals. Peak-time cuts matter because grids are most strained then, while hiring goals address the complaint that data-centre jobs often go to outside specialists.

Reactions and Quotes

The political reaction shows how far the debate has moved. Senator Bernie Sanders again called this week for a nationwide moratorium on AI data centres, arguing the build-out should be paused while rules are put in place. In Texas, governor-elect Gina Hinojosa has called for an immediate moratorium. OpenAI's compact is, in part, an attempt to answer those calls with voluntary commitments rather than a halt.

Lehane has presented the framework as the product of listening rather than a reaction to the election. Critics will still read the timing — two days after an election in which data-centre opponents did well — as damage control. A federal judge recently refused to dismiss a Clean Air Act lawsuit over a data centre's gas turbines in Memphis, a reminder that legal pressure on AI infrastructure is growing alongside the political kind.

Why It Matters

The compact matters because it tackles the issue that has turned neighbourhoods against data centres: the sense that ordinary people pay the price for infrastructure built to serve distant companies. A single large data centre can consume as much power as tens of thousands of homes. A credible promise to pay the full cost would remove the most potent objection to new projects.

It also matters as a test of whether voluntary industry action can head off regulation. With a senator calling for a nationwide moratorium and a governor-elect in Texas demanding an immediate one, the pressure is real. If honoured in practice, it may slow the push for bans; if seen as public relations, it could accelerate it.

What Happens Next

The test will come at the next project. Residents and officials in Georgia, Ohio and Texas will watch whether the no-NDA pledge holds and whether the impact data is detailed enough to judge. Regulators will want to see whether household bills stay flat.

Frequently Asked Questions

What is OpenAI's National Community Compact?
It is a set of commitments unveiled on November 5, 2026, for the data centres OpenAI owns and operates: paying their full electricity and infrastructure costs, avoiding nondisclosure agreements and publishing impact data before construction.

Will local households pay for the data centres' power?
OpenAI says no: the compact pledges the company will pay the full cost of electricity and supporting infrastructure for the data centres it owns and operates.

What data will OpenAI publish before building?
Clear data on community impacts, including noise, water and energy use, before breaking ground on a new data centre.

Why did OpenAI announce the compact now?
It came two days after voters backed candidates and measures curbing data centres. OpenAI said it was planned before the election and in development since August.

Are other companies making similar pledges?
Not yet in this form. OpenAI also released a blueprint urging lawmakers to adopt similar standards, while Senator Bernie Sanders has called for a nationwide moratorium and Texas governor-elect Gina Hinojosa for an immediate one.
