New applications for US unemployment benefits fell to 189,000 last week, matching the lowest level since 1969, the Labor Department said on Thursday, November 5, 2026, in the latest sign that American employers are holding on to workers even as hiring stays slow.

Key Points

• Initial jobless claims fell 6,000 to a seasonally adjusted 189,000 in the week ended October 31, 2026, matching the mid-July level, the lowest since 1969.
• Reuters-polled economists had forecast 196,000 claims, so the report beat expectations by 7,000.
• Claims have stayed at or below 200,000 for eight straight weeks and never topped 230,000 in 2026; the four-week average fell 2,250 to 194,750.
• Continuing claims, a proxy for hiring, rose 23,000 to 1.718 million in the week ended October 24; the insured unemployment rate held at 1.1%.
• Employers announced 43,994 job cuts in October, up 2% from September, while hiring plans jumped 57% on the year to 444,692, Challenger, Gray & Christmas said.

What Happened

The Labor Department released the figures at 8:30 a.m. ET on Thursday. Initial claims for state unemployment benefits fell by 6,000 from the previous week to a seasonally adjusted 189,000 for the week ended October 31. The reading matched the mid-July level, itself the lowest since 1969, and beat the 196,000 Reuters forecast.

The report underlined how rare layoffs have become. Claims have stayed mostly below 200,000 since mid-September, now eight straight weeks at or below that level. At no point in 2026 have weekly claims topped 230,000. The four-week moving average fell by 2,250 to 194,750, a sign the trend is steady rather than a one-week fluke.

The picture was less clear on hiring. Continuing claims, a proxy for how quickly the jobless find work, rose by 23,000 to 1.718 million in the week ended October 24. That level is still low historically, with insured unemployment at 1.1%. A separate Challenger report the same day showed 43,994 job cuts announced in October, up 2% from September, while hiring plans jumped 57% on the year to 444,692. The government also reported 1.06 open jobs per unemployed person in September, up from 1.02 in August.

Background and Context

It is the third time this autumn claims have brushed the 57-year low. Claims fell to 194,000 in the week ended October 24, already near the lowest level since 1969, and the week before that also printed 194,000. The mid-July reading had set the bar, and this week's figure ties it — a reminder that the labour market has hovered near historic lows for months.

The wider jobs picture has been more mixed. Nonfarm payrolls rose by only 29,000 in September, well below expectations, and the unemployment rate held at 4.2%. Employers are not cutting staff, but they are not adding many either. Economists call it a low-hire, low-fire market: high job security for people in work, a slower search for jobseekers. The Federal Reserve held its benchmark rate at 3.75% to 4.00% on October 28, after a September quarter-point cut, with its next decision due December 9. Scarce layoffs and cooling hiring give policymakers room to wait.

US Jobless Claims: What the 189,000 Figure Means

The headline number is a real-time read on layoffs, and 189,000 is about as low as it gets. Published with only a few days' lag, they are the fastest official signal of whether employers are shedding workers. A reading below 200,000 has historically meant a healthy labour market, and eight straight weeks there shows the low numbers are a trend, not noise.

The 57-year comparison matters because in 1969 the US labour force was roughly half its current size, so 189,000 claims today is a far smaller share of workers filing for benefits. Challenger's data adds a forward-looking note: hiring plans of 444,692 in October, up 57% on the year, suggest employers plan to add staff even as announced cuts ticked up. With 1.06 job openings per unemployed person, demand for labour is holding up, even if actual hiring has slowed.

Reactions and Quotes

No verbatim quotes from economists or officials were published with the Labor Department's release, and the wire reports carried the figures without attributed comment. The reaction visible in the data was the miss against the Reuters poll: economists had expected 196,000 claims, and the 7,000 gap was the latest in a run of reports below forecast.

Analysts are likely to focus on the split between the two claims series. Initial claims show layoffs are scarce, while the rise in continuing claims suggests hiring is slow enough that people who do lose jobs stay on benefits longer. It is the same split the Federal Reserve has been weighing as it decides whether the labour market needs support or simply patience.

Why It Matters

For workers, the number is directly reassuring: the chance of losing a job right now is close to a five-decade low. Layoffs are the most feared part of any downturn, and their absence is why consumer spending has held up as hiring cooled. People who keep their jobs keep spending, which keeps the wider economy moving.

For the Federal Reserve, the data removes one reason to move quickly. With layoffs scarce and insured unemployment at 1.1%, there is no sign of the labour-market distress that would push the central bank toward faster rate cuts. At the same time, slow hiring and weak September payrolls argue against raising rates. The result is a central bank with room to wait — and the report sets up Friday's jobs report as the more important test, since weekly claims say almost nothing about how many jobs were created.

What Happens Next

The October jobs report is due Friday, November 6, 2026, the number that will matter most this week. Nonfarm payrolls are expected to rise by 65,000 after the 29,000 gain in September, with the unemployment rate forecast to hold at 4.2%. A result in line would confirm a cooling, not weakening, labour market. The next weekly claims report, covering the week ended November 7, will show whether the 189,000 level holds; the Federal Reserve's next decision follows on December 9.

Frequently Asked Questions

What are US jobless claims?
Initial jobless claims count people who filed for state unemployment benefits for the first time in a given week, published every Thursday; it is the fastest official measure of layoffs.

How low is 189,000 historically?
It matches the lowest level since 1969, a 57-year low. Claims have stayed at or below 200,000 for eight straight weeks and never topped 230,000 in 2026.

Why did claims fall below the forecast?
Reuters-polled economists had expected 196,000; the actual 189,000 came in 7,000 below that forecast.

Does a low claims number mean hiring is strong?
Not necessarily: initial claims measure layoffs, not hiring. Continuing claims rose to 1.718 million, suggesting those who lose jobs take longer to find new ones.

When is the October jobs report?
Friday, November 6, 2026. Nonfarm payrolls are expected to rise by 65,000, with unemployment forecast to stay at 4.2%.
