Paraguay President Santiago Peña resigned on Thursday, November 5, 2026, stepping down in a video message after the collapse of digital lender ueno left 3 million people — nearly half the country — unable to reach their savings. Peña said he was leaving office “with the stability of our country, social peace, and the need to preserve our democratic institutions in mind,” as lawmakers accused him of conflicts of interest and moved to impeach him over the collapse.

Key Points

• Peña announced his resignation in a video posted on X on Thursday, November 5, 2026, after days of mounting pressure over the ueno bank collapse.
• Paraguay’s central bank intervened in ueno on Tuesday, November 2, after its solvency ratio fell to 5.56%, less than half the 12% regulatory minimum.
• About 3 million customers — nearly half of Paraguay’s 6.5 million people — have been unable to access their accounts, including pensioners and workers.
• The Chamber of Deputies voted 78-0 to approve impeachment charges and send them to the Senate, which must ratify the resignation.
• Vice President Pedro Alliana is expected to succeed Peña for the rest of a term that was due to run until 2028.

What Happened

Peña, 47, announced his decision in a recorded video posted on X on Thursday, ending a presidency that began in August 2023 after he won election that April. The resignation followed four days of crisis since the Central Bank of Paraguay stepped in at ueno on Tuesday, November 2. Within days, the central bank chief had resigned, eight ueno executives had been detained, and Congress had begun impeachment proceedings against the president himself.

The Chamber of Deputies voted unanimously, 78-0, to approve impeachment charges and forward them to the Senate, which must ratify the resignation. Vice President Pedro Alliana is expected to take over for the rest of a term due to run to 2028. Peña is an ally of US President Donald Trump, and his departure removes one of Washington’s closest partners in South America.

Background: The Ueno Bank Collapse

Ueno was a digital lender that had grown rapidly into one of Paraguay’s most widely used banks, holding the accounts of millions of ordinary savers and administering close to $850 million in public funds. The crisis broke when adjustments to its financial statements pushed its solvency ratio to 5.56% — less than half the 12% minimum required by regulators. The Central Bank of Paraguay intervened on Tuesday, November 2, taking control of the lender and cutting off normal access to customer accounts.

The freeze left pensioners unable to draw monthly payments and workers unable to reach wages, turning a regulatory failure into a national emergency. Ueno had marketed itself as a modern, accessible bank for people long underserved by traditional lenders. Families have been left unable to pay rent, buy food or cover medical costs, with no clear timeline for getting their money back.

Why Paraguay’s President Santiago Peña Resigned

The decisive factor was not the bank’s collapse alone but the questions it raised about Peña’s own ties to the lender. Lawmakers accused him of conflicts of interest, misuse of pension funds and institutional cover-ups, pointing to his past as a shareholder in Grupo Vázquez, the conglomerate that owned ueno until March 2025. Critics argued that a president who once held a stake in the group behind the failed bank could not credibly oversee the response to its collapse.

The accusation that ueno administered close to $850 million in public funds sharpened the attack, with opponents asking how so much state money came to sit in a lender that was, by the central bank’s own measures, insolvent. As the vote approached, Peña’s position became untenable: even his own allies would not defend him, and resignation let him leave on his own terms rather than be removed by Congress. Peña has not admitted wrongdoing.

Reactions and Quotes

In Asunción, the unanimous impeachment vote was itself a message: in a deeply divided Congress, not a single deputy was willing to vote against sending the case to the Senate. Lawmakers said the president’s links to the bank’s former owners and the handling of public funds had destroyed public trust.

Ordinary Paraguayans have reacted less to the politics than to the money. Pensioners and workers locked out of their accounts have spent days queuing outside branches and government offices seeking answers, while the detention of eight ueno executives has been welcomed as a first step toward accountability — though savers want their funds back first. In Washington, the resignation of a US-allied president will be watched closely; no White House statement had been issued.

Why It Matters

The fall of a sitting president over a bank failure is rare anywhere, and in Paraguay it strikes at the heart of public trust. When nearly half a country’s population cannot reach its own money, the crisis is no longer about one lender’s balance sheet: it is about whether citizens believe the state can protect their savings, pensions and livelihoods.

The case also raises hard questions about oversight of fast-growing digital banks. Ueno expanded quickly by promising easy, app-based banking to millions, but its collapse exposed how thin the safeguards were. Regulators will now face demands to explain how a bank holding hundreds of millions in public funds operated far below the legal solvency minimum.

What Happens Next

The immediate next step is in the Senate, which must ratify Peña’s resignation before Vice President Pedro Alliana can formally take office. Alliana would serve out the remainder of the term, due to run until 2028, and his first decisions — on central bank leadership, the ueno investigation and compensation for savers — will set the tone for the new government.

The resignation also lands in a week of high-stakes diplomacy elsewhere in the Americas. In Washington, First Lady Melania Trump brought Russian and Ukrainian representatives together at the White House, while NATO’s deep-strike planning has raised the stakes of the war in Ukraine. Closer to home, Sheikh Hasina has vowed to return to Bangladesh in December despite a death sentence.
