WASHINGTON — President Donald Trump signed a sweeping space proclamation on Tuesday, declaring the solar system open to American settlement and setting a course for a Moon return by 2028. The document, titled the American Declaration of Freedom in Space, proclaims the solar system and all outer space beyond Earth "the province of all humans", open to exploration, development, use and permanent settlement by American citizens, consistent with US law and international obligations.

Key Points

• Trump signed it on Tuesday, November 3, 2026 — Election Day; the White House published it at 21:50 UTC.
• It declares the solar system open to exploration, development, use and settlement by Americans.
• Trump promised a Moon return by 2028, a permanent lunar presence, and an American as the first human on Mars.
• It builds on Artemis II (April 2026) and looks ahead to Artemis III in summer 2027.
• It creates no new funding and claims no sovereignty over any celestial body, in line with the 1967 Outer Space Treaty.

What Happened

The White House published the proclamation on the evening of Election Day, Tuesday, November 3, 2026, at 21:50 UTC. In it, Trump declared that the solar system and all of outer space beyond Earth are open to American citizens for exploration, development, use and permanent settlement. The language is deliberately broad, covering not only the Moon and Mars but the whole solar system.

Trump set out the timetable in the document. "We will return to the Moon by 2028, lay the foundation for a permanent American lunar presence, and hasten the day when an American becomes the first human to set foot on the red dunes of Mars," he wrote. The Moon date matches the current NASA plan; the Mars line sets a longer-term goal without a date.

The proclamation points to Artemis as the vehicle for that ambition. It cites Artemis II, the April 2026 flight in which four astronauts circled the Moon and set the human distance-from-Earth record, and looks ahead to Artemis III in summer 2027.

Background: From Apollo to Artemis

No American has walked on the Moon since Apollo 17 in December 1972. Artemis is NASA's attempt to end that absence. Artemis I, an uncrewed test in 2022, proved Orion and the Space Launch System rocket could make the journey. Artemis II, in April 2026, sent four astronauts around the Moon and back, setting the distance record it cites.

NASA revised the plan in October 2026. Artemis III, now planned for summer 2027, became a low Earth orbit docking test: the four-astronaut crew will dock Orion with Blue Origin's Blue Moon Mark 2 and a SpaceX Starship, back to back. The crew — Bresnik, Parmitano, Rubio and Douglas — met Trump in the Oval Office on October 28.

Under the revised plan, Artemis IV in 2028 brings the first landing, with two astronauts descending to the lunar south pole for two roughly two-hour moonwalks in Axiom suits. It is also a race: China is pursuing its own crewed lunar landing, and the south pole's water ice is prized for a lasting presence.

The American Declaration of Freedom in Space: What It Actually Does

For all its sweeping language, the proclamation is a statement of direction, not a law. It provides no new funding, creates no new programmes and issues no directives; any money for a Moon base or a Mars mission would still need Congress's approval.

It also asserts no American sovereignty over any celestial body. That matters because the 1967 Outer Space Treaty bars any country from claiming ownership of the Moon, Mars or any other part of outer space. Scott Pace, of George Washington University's Space Policy Institute, noted the proclamation is consistent with the treaty, and its phrase "the province of all humans" echoes the treaty's own language.

What it does is put presidential weight behind the Artemis timetable and make settlement national policy. An August 28 executive order also set up a commission, chaired by NASA chief Jared Isaacman, to plan a US Space Academy, with responses due November 16.

Reactions and Quotes

Trump's own words carry the ambition in full: "We will return to the Moon by 2028, lay the foundation for a permanent American lunar presence, and hasten the day when an American becomes the first human to set foot on the red dunes of Mars." It is the clearest timetable he has set for the programme since taking office.

NASA said it is committed to turning the vision into reality: Artemis III in 2027, the lunar return in 2028 and the first Moon Base.

Specialists were quick to note what it does not do. Pace's assessment — no sovereignty claim, within the treaty — was echoed in early analysis: the real test is whether Congress funds the ambitions it describes.

Why It Matters

The proclamation ties the president's name to a dated goal: Americans back on the Moon by 2028, and a permanent presence after that. Declarations do not build rockets, but they shape budgets and industrial decisions. Companies weighing investment in landers, habitats and mining equipment now have it in writing: the White House wants settlement, not just exploration.

It also matters for the competition with China. Whoever establishes a lasting presence at the lunar south pole first will set practical precedents for using water ice and sharing landing sites, without any formal claim of sovereignty.

Finally, it links the Moon to Mars in a single promise. A permanent lunar base is the staging ground for a Mars mission, testing the same life-support and propulsion systems before a journey of months.

What Happens Next

The next milestone is Artemis III in summer 2027, testing the docking operations a landing depends on. If those tests succeed, Artemis IV would carry two astronauts to the lunar south pole in 2028, the first crewed landing in 56 years; NASA says the goal after that is the first Moon Base.

The Space Academy commission's request for information closes November 16. The harder test comes in Congress, where funding for landers, habitats and a base must be approved: the proclamation sets the direction, but budgets will decide whether the dates hold.

Frequently Asked Questions

What is the American Declaration of Freedom in Space?
A presidential proclamation signed by Donald Trump on November 3, 2026, opening the solar system to exploration, development, use and settlement by Americans.

Does it give the US ownership of the Moon or Mars?
No. It claims no sovereignty over any celestial body, in line with the 1967 Outer Space Treaty, which bars national claims on outer space.

When will Americans return to the Moon?
In 2028, under the current NASA plan: the first since Apollo 17, after the Artemis III docking test in summer 2027.

What was Artemis II?
A 10-day mission in April 2026 in which four astronauts flew around the Moon, setting the human distance-from-Earth record.

Does the proclamation add money for NASA?
No. It provides no new funding; a Moon base or Mars mission would still need Congress to approve the money.
