Ten governments led by the United States and Britain issued a rare joint condemnation on Friday of the 10-year prison sentence handed to Hong Kong democracy activist Joshua Wong. Signed by Washington, London, Germany, France, Australia, Canada, Italy, Japan, the Netherlands and New Zealand, it is the sharpest collective Western response yet to a Hong Kong security case.

Wong, in prison since 2020, was sentenced on Thursday after pleading guilty in September to conspiring to invite foreign sanctions. He had been due for release in January after a four-year, eight-month sentence from the 2024 subversion trial.

Key Points

• Ten governments — the US, Britain, Germany, France, Australia, Canada, Italy, Japan, the Netherlands and New Zealand — jointly condemned Joshua Wong's 10-year sentence on Friday, November 6, 2026.
• Wong, behind bars since 2020, was sentenced on Thursday to a further 10 years for collusion with foreign entities under the law.
• The statement said the law is being used to target people for political expression and participation.
• The governments called for an end to all prosecutions under the law and urged China and Hong Kong to honour the Sino-British Joint Declaration.

What Happened

The joint statement was issued on Friday, November 6, 2026, one day after a Hong Kong court sentenced Wong to 10 more years in prison. The ten governments condemned the sentence in unusually direct language, describing it as a further example of the security law punishing political expression.

Wong, who turned 30 last month, pleaded guilty in September 2026 to collusion with foreign entities, admitting that he conspired to invite foreign sanctions against China and Hong Kong in 2020. The charge was brought under the national security law Beijing imposed in June 2020, after months of pro-democracy demonstrations in 2019. In the 2024 subversion trial he was among 45 pro-democracy figures convicted over an unofficial 2020 primary. He had been due for release in January; the new term keeps him in prison for years. The statement also called for "an immediate end to all unjust prosecutions of individuals charged under the NSL" and urged Beijing and Hong Kong to respect the rights promised in the Sino-British Joint Declaration, the agreement under which Britain handed Hong Kong back to China in 1997.

Background: Who Is Joshua Wong?

Joshua Wong rose to prominence as a teenager, founding the student group Scholarism in 2011 and leading protests against a proposed national education curriculum critics called pro-Beijing. At 17, he became a public face of the 2014 Umbrella Movement, the 79-day occupation of central Hong Kong demanding genuine universal suffrage. He later co-founded the party Demosisto.

His activism also made him a repeated target of the authorities. He has been jailed several times since 2017 on charges connected to protests, and he has been in custody continuously since late 2020. His latest conviction centres on his 2020 calls for foreign governments to impose sanctions over the protest crackdown. Since the law came into force, Hong Kong's main opposition parties have disbanded, independent media outlets have closed, and hundreds have been arrested.

Joshua Wong's Sentence and the National Security Law

The national security law, imposed by Beijing on June 30, 2020, criminalises secession, subversion, terrorism and collusion with foreign forces, with penalties of up to life in prison. It also gave mainland security agencies a formal presence in Hong Kong, deepening fears about the erosion of the city's judicial independence. Hong Kong's legislature added a second layer in 2024, the Safeguarding National Security Ordinance, known as Article 23.

Supporters, including the Hong Kong and Beijing governments, say they were necessary to restore stability after the unrest of 2019. Critics, including the ten governments behind Friday's statement, say the laws are vague, sweeping and used to criminalise peaceful dissent. Wong's 10-year sentence is among the longest imposed under the law for a non-violent offence.

Reactions and Quotes

"These are further examples of how the NSL (national security law) is being used to target individuals for political expression and participation," the ten governments said, calling for "an immediate end to all unjust prosecutions of individuals charged under the NSL" and urging China and Hong Kong to honour the rights guaranteed under the Sino-British Joint Declaration.

Ten governments signing a single text on one Hong Kong case is unusual, and the inclusion of Japan, Italy and the Netherlands alongside the Five Eyes countries and Germany and France gives it wider diplomatic weight than the usual bilateral statements. Beijing has consistently rejected foreign criticism of Hong Kong's legal system as interference in China's internal affairs. Human rights groups have long campaigned for Wong's release, describing him as a prisoner of conscience.

Why It Matters

The joint condemnation matters for three reasons. First, it shows Western concern over Hong Kong has not faded, even six years after the national security law was imposed. Ten governments signing one statement on a single defendant signals that Hong Kong remains a live diplomatic issue.

Second, it ties Wong's case to the Sino-British Joint Declaration, the treaty Britain says China is breaching. Third, the timing matters: the sentence comes as the United States and China navigate a tense relationship shaped by trade disputes and technology controls.

What Happens Next

Wong's legal options are limited. He pleaded guilty, so there is no conviction to appeal, though his lawyers could challenge the sentence's length. Hong Kong's courts have generally upheld the heavy security-law sentences.

The next test is whether the ten governments follow their words with action. Previous statements have rarely led to concrete measures beyond sanctions on individual officials, which Beijing has dismissed as ineffective. China is unlikely to soften its position: it has treated the national security law as a red line. Rights groups estimate hundreds have been arrested under the law since 2020, and dozens remain in custody.
