President Donald Trump has offered Democrats the first Trump immigration tax talks of his second term, opening the door to working together on immigration and taxes after the Republican Party's heavy midterm losses. Speaking to reporters at an evening airport gaggle in Florida on Friday, November 6, 2026, he said he could support a range of Democratic initiatives, naming immigration first and tax changes second. He suggested the two parties could do "a lot of things together" when the new Congress takes office in January 2027, on the same day he named Stephen Miller, architect of his immigration crackdown, as chief of staff.

Key Points

• Trump said immigration and tax cuts were areas where he could work with Democrats, speaking in Florida on Friday evening, November 6, 2026.
• He said newly elected politicians had asked to meet him, mentioning Texas and South Carolina, but named no one and announced no meetings.
• He endorsed no Democratic bill, set out no specific measures, and offered no timetable or pledge on H-1B visas or green cards.
• The outreach came the same day he named Stephen Miller, architect of his immigration crackdown, chief of staff from Monday, November 9.
• Democrats won both chambers on November 3, so legislation will need bipartisan support from January 2027.

What Happened

Asked which Democratic initiatives he could support, Trump answered: "I think a lot. I mean, I said before, immigration's one, tax cuts, or maybe certain things having to do with taxes to make it more convenient and better." It was his most open comment yet about working across the aisle. "A lot of economic development initiatives we can do. I think we can do a lot of things together," he added.

The president said some newly elected politicians had asked to meet him about issues in their states, mentioning Texas and South Carolina, but he named no one, gave no dates and announced no meetings. The invitation was real but without shape: no bill, no measures, no timetable, no named partner. Trump also pressed Congress to move faster on stalled legislation, rebuking Democrats for voting as a bloc, accusing some Republicans of obstruction, and calling on Senate Republican leader John Thune to speed up. He pointed to judges and nominees awaiting confirmation, but set no timetable.

Background: The Midterm Losses That Changed the Math

The November 3 midterms gave Democrats control of both chambers of Congress, and the new Congress will be sworn in this January. The lame-duck session must pass pending bills and advance nominations first. For the White House, the arithmetic is blunt: from January, almost nothing the president wants signed will pass without Democratic votes.

Trump conceded a difficult electoral night, blaming congressional inaction and surging global oil prices, while noting he was not on the ballot. He blamed Washington gridlock and the cost of living rather than the candidates who lost, framing the offer as practical rather than a change of heart.

Trump Immigration Tax Talks: What He Actually Offered, and What He Did Not

The offer was broad by design. Immigration came first in Trump's list, then tax cuts, then a vaguer promise of "certain things having to do with taxes to make it more convenient and better." He did not say which immigration changes he would accept, which taxes he would cut, or what "more convenient" would mean. He endorsed no Democratic bill and set out no measure he would support, leaving Democrats guessing what the opening covers.

Just as important is what he did not say. He made no pledge on H-1B visas, employment-based green cards or other provisions affecting immigrants and their families, the issues that decide whether skilled workers and their families can stay, work and plan their lives in the United States. For the millions waiting in visa backlogs, talks without a pledge change nothing yet. The same-day Miller appointment complicates the signal: Miller, architect of the immigration crackdown, becomes chief of staff on Monday, November 9. Trump praised Miller's dedication and dismissed claims the change came from dissatisfaction after the polls, so the two moves together suggest negotiation may be real but enforcement will not soften.

Reactions

No Democratic leader had publicly answered the offer, and the White House announced no meetings and no negotiating team. That silence is the first thing to watch: an offer made to reporters at an airport only starts a negotiation if the other side picks it up, and Democratic leaders, who will hold both chambers from January, have little reason to rush into talks on the president's terms. Trump framed the moment as practical, not a concession.

Why It Matters

Immigration and taxes are the two issues where divided government has most often produced deals, because both parties have wish lists they cannot pass alone. Democrats want stability for immigrants already living and working in the country; Republicans want lower, simpler taxes and pro-growth measures. Trading progress on one for progress on the other is the classic bipartisan bargain.

For immigrants and their families, the stakes are concrete. H-1B rules and the green card backlog decide who can stay, change jobs and plan a future in the United States. An opening that produces no bill leaves all of that unchanged, but a real negotiation could matter more than any executive order, because a law passed by Congress cannot be undone by the next president's pen. For the White House, it is also a test of leverage: the president needs Democratic votes for anything he wants signed, and offering talks now lets him set the terms.

What Happens Next

Miller takes over as chief of staff on Monday, November 9, while the lame-duck session clears pending bills and nominations before the new Congress is sworn in this January. No meetings with Democratic leaders have been announced, and no Democratic bill has been named as the vehicle for talks. The test comes in January: if talks begin, expect meetings, then a named bill, then text both sides can defend. Without a meeting, it will be remembered as a gesture, not a negotiation.
