WASHINGTON — US Secretary of State Marco Rubio has moved to tighten his grip on the State Department, warning senior officials to stay in their lanes and clear major decisions with him or his deputy, according to four people familiar with a closed-door meeting held last week. The Rubio State Department shake-up follows the mid-October resignation of US Ambassador to Greece Kimberly Guilfoyle after reports that she sold access to Trump administration officials, and the forced exit of policy chief Jeremy Lewin, who colleagues said had been working outside his area without proper coordination.

Key Points

• Rubio told about two dozen assistant secretaries to stay in their lanes and avoid conflicts of interest, four people familiar with the meeting told Reuters.
• He warned unethical behaviour would mean dismissal, however well-connected an official is, and that major decisions need his sign-off or that of Deputy Secretary Christopher Landau.
• The meeting followed the mid-October resignation of Ambassador to Greece Kimberly Guilfoyle after reports she sold access to Trump officials for money, gifts and favours. She denies the reports.
• Soon after, policy chief Jeremy Lewin was forced out over concerns he worked outside his area without proper coordination. Lewin denies he was fired.
• Rubio's office must now approve all overseas travel by political staff, after frustration over excessive trips.

What Happened

Rubio delivered his warning to roughly two dozen assistant secretaries of state in a meeting held last week, before Tuesday's midterm elections, in which Democrats won control of both chambers of Congress. Four people familiar with the matter described the session to Reuters on condition of anonymity. Details of the meeting had not previously been reported.

According to those present, Rubio told the room that too many officials were making decisions or pushing policy agendas without coordinating with his office, and that significant decisions required his sign-off or that of Landau. He also warned that unethical behaviour would result in a firing, regardless of how well-connected an official might be. Excessive overseas travel by political staff has led to a new requirement that his office approve all such travel abroad.

Background: The Guilfoyle Resignation

The meeting followed the high-profile resignation of Kimberly Guilfoyle, the US Ambassador to Greece, in mid-October. News reports had raised concerns that she sold access to Trump administration officials in exchange for money, gifts and favours. Guilfoyle has called the reports false and said she would defend her reputation.

Shortly after Guilfoyle left, Rubio sent a department-wide memo reminding diplomats to "avoid conflicts of interest". He later denied the memo was linked to her departure, saying he had meant to send it weeks earlier. Guilfoyle was not the only recent departure: in October, US Special Representative for Global Partnerships Paolo Zampolli was fired after Politico reported an email thread in which Landau accused him of working outside his "lane" of cultural diplomacy.

Rubio State Department Control: The Lewin Exit

Soon after the meeting, three of the people said, the State Department's policy chief, Jeremy Lewin, was forced out of his job in part due to concerns that he was working on matters outside his area without proper coordination. The exact details remain unclear, and none of the people who spoke to Reuters suggested his departure was linked to any incidents of ethical misconduct.

Lewin joined the government as part of Elon Musk's Department of Government Efficiency and helped dismantle the US Agency for International Development. Rubio and others in the department's leadership were frustrated with his "freelancing" and going against "certain directives from the Secretary", one of the people said. Lewin, appointed to his senior role just over two months ago, said on social media last month that he had stepped down to return to the private sector. A State Department official said: "It was mutually agreed it was time (for Lewin) to move on." The episode underlines the new line Rubio is drawing.

Reactions and Quotes

Lewin pushed back firmly on the account of his departure, saying in a statement to Reuters that his exit had been planned for weeks and had nothing to do with the meeting or department management policy. "The suggestion that I was fired is false. As planned for weeks with the Secretary and his team, after staying longer than expected to finish key projects, I resigned my position prior to the midterms to assume a private sector role and plan my wedding," he said. "It had nothing to do with any meeting or policy regarding the management of the department."

Guilfoyle has called the reports about her conduct false and said she would defend her reputation, while the State Department declined to comment on the meeting. Democrats have said they will put dealings between Trump aides and foreign officials under the microscope when they take control of Congress in January.

Why It Matters

The State Department is the face of American diplomacy, and its credibility rests on the conduct of its senior officials. Reports that an ambassador sold access — even denied ones — damage that credibility, and a policy chief accused of freelancing suggests a department without clear lines of authority. With Democrats taking Congress in January, the department's dealings will face formal investigation, and a secretary who can show he warned his staff and enforced the rules is in a stronger position to defend it. After Tuesday's midterm losses, the party's leading figures are also putting distance between themselves and an increasingly unpopular Trump administration.

What Happens Next

The immediate changes are already in force: all overseas travel by political staff must now be approved by Rubio's office, and major decisions are to be cleared with the secretary or his deputy. Rubio has not said publicly whether further personnel changes are coming. But the warning was unambiguous: unethical behaviour will mean dismissal, however well-connected the official.
