More than 1.7 million Ohioans had already cast a ballot before Election Day, setting a new Ohio early voting record for a midterm election and underlining just how high the stakes — and the turnout — are in the November 3, 2026 contests. The final early-vote tally, reported by The Columbus Dispatch from Ohio Secretary of State data on Monday, November 2, blew past the previous midterm early voting record of 1.5 million set in 2022, even as the way Ohioans voted early changed sharply.

Nearly 1.1 million people voted in person through Sunday, November 1, the final day of early voting, and roughly 632,000 had returned mail-in ballots. More than 104,000 absentee ballots were still outstanding, and those voters must return them by 7:30 p.m. on Election Day to have them counted. With polls open from 6:30 a.m. to 7:30 p.m. on Tuesday, and anyone in line by 7:30 p.m. permitted to vote, Ohio heads into Election Day with a record already banked — and a large, hard-to-read bloc of unaffiliated voters holding much of the suspense.

Key Points

• Over 1.7 million Ohioans voted early, a new midterm record, beating the 1.5 million early votes of 2022.
• Nearly 1.1 million voted in person through November 1, while about 632,000 mail ballots had been returned.
• More than 104,000 absentee ballots remain outstanding and must be returned by 7:30 p.m. on Election Day.
• Unaffiliated voters dominated the early vote, with 806,704 ballots returned, ahead of Democrats and Republicans.
• Ohio voters decide a governor race, a nationally watched Senate race, statewide offices and key House seats on November 3.

What Happened

The Ohio Secretary of State's final early-voting figures, published on November 2, closed the book on an early-voting period that ran through Sunday, November 1. The headline number — more than 1.7 million ballots already cast — represents a clear break from 2022, when about 1.5 million Ohioans voted early in that year's midterm and gubernatorial election. The Wall Street Journal, citing the University of Florida's Election Lab, put the increase at about 20 percent over 2022, with more than 1.6 million early ballots counted in its own tally before the final state figures pushed the total higher.

Inside that total, the balance between in-person and mail voting shifted noticeably. Election officials issued 736,733 absentee ballots this year, compared with roughly 1 million requested four years ago. The drop in mail-ballot requests came even as overall early voting rose, because in-person early voting surged: nearly 1.1 million Ohioans cast a ballot in person before Election Day. In Franklin County, home to Columbus, Board of Elections Director Antoine White said turnout topped 90,000 — twice the county's 2022 early-voting figure — a local snapshot of the statewide surge.

Ohio's experience mirrors a national pattern. Across the United States, early voting has already passed 54 million ballots, according to the University of Florida Election Lab figures cited in election-eve reporting, well above the roughly 45.9 million early votes cast in the entire 2022 midterm. Ohio is not the largest early-voting state — Texas, California and Florida lead the national count — but its record is one of the clearest state-level markers of an electorate voting earlier, and in larger numbers, than in the last midterm.

Background: Why Ohio's Early Vote Looks Different This Year

Ohio has long been one of America's most watched political battlegrounds, and 2026 is no exception. Voters on November 3 choose their next governor after a hard-fought campaign between Republican Vivek Ramaswamy and Democrat Amy Acton, and decide a nationally watched United States Senate race between Senator Jon Husted and former Senator Sherrod Brown. A new slate of statewide officials and several key congressional races are also on the ballot, and both contests at the top of the ticket have drawn hundreds of millions of dollars in advertising.

That spending is part of the turnout story. Aaron Ockerman, executive director of the Ohio Association of Election Officials, told The Columbus Dispatch that the record reflected heightened interest. "It is heightened interest," Ockerman said. "The ad buying this year obviously has been record setting. That kind of activity really does drive more participation." In other words, Ohioans have been saturated with campaign messages for months, and a record number acted on them before Election Day itself.

The second part of the story is the sharp fall in mail voting. President Donald Trump unsuccessfully tried to overhaul the mail-in voting system and to empower the United States Postal Service to block certain ballots, and Ohio no longer offers a four-day grace period for ballots that arrive after Election Day. David Niven, a political scientist at the University of Cincinnati, said many voters appear to have been put off mail voting by the national debate. "A lot of folks were spooked by the headlines from the Trump administration about how they might monkey with mail delivery and specifically with delivery of ballots," Niven said. The result is visible in the numbers: fewer absentee ballots requested, but far more people voting in person, where they could be sure their ballot was in hand.

The shift also matters for how results are read on election night. In-person early votes and mail ballots are processed under Ohio's rules, and the more than 104,000 outstanding absentee ballots still have until 7:30 p.m. on Election Day to be returned. Those ballots will not change the record — they are already counted in the issued total — but they could still matter in close races, and election officials have stressed that only ballots returned by the deadline will count.

Ohio Early Voting Record: What the Party Numbers Show — and What They Don't

The Ohio early voting record is only half the story. The partisan breakdown of the early vote shows Democrats with a slight edge over Republicans heading into Election Day — and unaffiliated voters towering over both parties. The state issued 478,129 ballots to registered Democrats and 443,993 to registered Republicans during the early voting period. Of those, 467,871 Democratic ballots and 431,730 Republican ballots had been returned. Put another way, 48 percent of registered Democrats and 32 percent of Republicans had already voted, according to the figures reported by The Columbus Dispatch.

But unaffiliated voters dominated the early vote outright, with 887,372 ballots issued and 806,704 returned — more than either party's total. That bloc is the great unknown of Ohio's 2026 election. Ohio defines unaffiliated voters as those who have not voted in a partisan primary since 2024, and their ballots cannot be read as a simple party signal. "We do have to be careful because so much of the story is what are those unaffiliated folks thinking about?" Niven said. "They're hard to know."

Both parties are reading the same numbers with different emphases. Ohio Republican Party Chairman Alex Triantafilou said the GOP is "cautiously optimistic" about the numbers. While Democrats are more likely to vote early, he said, the party has spent recent election cycles working to close that gap. "We haven't seen anything like the Democrats would need to overcome the disadvantages they have in this state," Triantafilou said. A spokesperson for the Ohio Democratic Party did not immediately respond to a request for comment, according to The Columbus Dispatch.

The caution from both sides is warranted by Ohio's recent history. Early-vote totals show who voted, not how they voted, and the partisan composition of the early electorate has shifted before: in 2022, Democrats also led the early vote in many states, while Republicans closed strongly on Election Day itself. With unaffiliated voters making up the largest share of Ohio's early ballots, the final result will depend heavily on Election Day turnout and on voters whose party registration says little about their choice in the governor and Senate races.

Reactions: Election Officials, Analysts and the Parties

Election officials framed the record as a sign of an engaged electorate rather than a partisan signal. Ockerman's assessment — heightened interest driven by record advertising — was echoed in the sheer scale of the early vote, which passed the 2022 record with a day of in-person voting still to run in the final count. Secretary of State Frank LaRose, confirming the record at the close of early voting on Sunday, reminded voters of the practical rules for Tuesday: polling places open from 6:30 a.m. to 7:30 p.m., and anyone in line by 7:30 p.m. will be permitted to vote.

Analysts urged restraint in reading the party breakdown. Niven's warning about unaffiliated voters — that they are "hard to know" — is the key caveat in every early-vote story this cycle. The same caution applies nationally: early-vote party data is available in only 27 states, and even there it describes ballots cast, not votes for a particular candidate. In Ohio, where Republicans hold a registration advantage statewide, a Democratic edge in early returns does not by itself predict the outcome of the Ramaswamy-Acton or Husted-Brown races.

The Republican response stressed the Election Day vote still to come. Triantafilou's "cautiously optimistic" assessment rests on the party's recent work to close the early-voting gap and on the expectation that Republican-leaning voters who did not vote early will turn out on Tuesday. The Democratic side, which did not immediately comment on the final figures, has spent weeks urging supporters to make a voting plan — a message both parties repeated throughout the early-voting period as they tried to bank votes before November 3.

Why It Matters

Ohio's early voting record matters for three reasons. First, it confirms that the 2026 midterm is a high-turnout election, not a low-energy off-year contest. National early voting above 54 million, and state records in Ohio and elsewhere, point to an electorate that is engaged early — a pattern that usually, though not always, carries through to Election Day. Second, it shows how changes to voting rules and national debates about mail voting reshape behaviour: Ohioans did not stop voting early, they moved from mail to in-person voting, in large numbers.

Third, Ohio's result will be read nationally whatever happens on Tuesday. The governor race between Ramaswamy and Acton and the Senate race between Husted and Brown are among the most expensive and closely watched contests in the country, and Ohio has often been treated as a bellwether for the national mood. A record early vote does not decide those races, but it raises the floor for turnout and means that a larger share of the electorate has already spoken before a single Election Day ballot is cast.

There is also a practical consequence. With more than 1.7 million ballots already in, election officials have a substantial head start on counting, but the outstanding absentee ballots and the Election Day vote will still determine close races. Voters who have not yet voted, and the more than 104,000 holding an absentee ballot, face a hard deadline: 7:30 p.m. on Tuesday, with no grace period for late arrivals.

What Happens Next

On Tuesday, November 3, Ohio's polling places open at 6:30 a.m. and close at 7:30 p.m., with anyone in line by closing time permitted to vote. Outstanding absentee ballots must be returned by 7:30 p.m. to be counted. Results in the governor and Senate races, statewide offices and key House contests will be reported through the evening, with the early-vote totals already banked forming the first large block of counted ballots.

Watch two things as results come in. The first is Election Day turnout: whether it matches the energy of the early vote, and whether Republican-leaning voters who waited until Tuesday narrow or erase the Democrats' early edge. The second is the unaffiliated vote. With 806,704 unaffiliated ballots already returned — the largest bloc in the early electorate — how those voters split will shape the governor and Senate outcomes in ways that party registration data cannot predict in advance.

Beyond Ohio, the state's record will be cited in the national post-election debate about early voting itself. If turnout stays high through Election Day, Ohio will stand as evidence that voters adapt quickly when rules and rhetoric change — shifting to in-person early voting when mail voting feels uncertain, rather than staying home. If Election Day turnout lags, analysts will ask whether the early surge simply moved votes forward in time. Either way, the 1.7 million ballots already cast guarantee that Ohio's 2026 midterm will be remembered as a record-setting election before the first Election Day vote is counted.
