The United States will bring Ukrainian and Russian delegations together in Abu Dhabi on November 10-11 for a new round of Ukraine Russia peace talks, US Special Envoy Steve Witkoff announced on Monday, in the Trump administration's latest attempt to end a war now well into its fifth year. The announcement gives a firm date to a trilateral process that had been expected but not yet scheduled, and it comes at a moment when fighting on the ground is intensifying and Washington's attention is split by midterm elections at home.

Key Points

• The US will mediate working-level Ukraine-Russia negotiations in Abu Dhabi on November 10-11, Witkoff announced on Monday, November 2.
• The agenda covers post-war security agreements, de-escalation, humanitarian measures and ending the war, according to Witkoff and a senior US official.
• Witkoff and Jared Kushner are expected to lead the US delegation in Abu Dhabi, Reuters reported, citing a senior US official speaking anonymously.
• US negotiators will first meet officials from France, Germany, Britain, the European Union and NATO in Brussels this week to discuss security guarantees.
• President Volodymyr Zelenskyy warned on Monday that Russia is preparing a fresh massive attack on Ukrainian energy and logistics targets.

What Happened

Witkoff announced the Abu Dhabi dates in a post on X on Monday. "The United States will mediate working-level negotiations between Ukraine and Russia on November 10-11 in Abu Dhabi, advancing President Trump's mission to end the war," he wrote. He added that American negotiators would meet this week in Brussels with representatives from France, Germany, the United Kingdom, the European Union and NATO to discuss security guarantees for Ukraine, Europe's post-war security architecture and economic opportunities to support the country's reconstruction.

A senior US official, speaking to Reuters on condition of anonymity, confirmed the plan and said the Abu Dhabi discussions would cover "post-war security agreements, de-escalation, humanitarian measures, and ending the war." The official said Witkoff and Kushner, President Donald Trump's son-in-law and a lead negotiator in the peace effort, are expected to represent the United States in Abu Dhabi. According to Reuters, Russian President Vladimir Putin agreed to a new round of trilateral talks after meeting Witkoff in St. Petersburg two weeks ago.

Background/Context

Russia launched its full-scale invasion of Ukraine in February 2022, and the conflict has since become Europe's bloodiest since World War Two, in Reuters' description. Repeated rounds of diplomacy have produced prisoner exchanges and temporary pauses in fighting, but no lasting settlement. The central obstacles have remained familiar: Ukraine wants durable security guarantees and continued military support so that any ceasefire cannot simply be a pause before a renewed attack, while Russia has insisted on terms that protect what it calls its interests, including limits on Ukraine's Western alignment.

The timing is also shaped by the American political calendar. The United States votes in midterm elections on Tuesday, November 3, and Zelenskyy warned that Moscow could exploit the distraction. That warning was not abstract: on Monday, Zelenskyy said Kyiv had intelligence that Russia was preparing a new massive attack, primarily targeting energy and logistics facilities, and he urged Washington and other partners not to let Ukraine's air-defence needs, including Patriot missiles, be overlooked while attention is focused on the elections.

Ukraine Russia Peace Talks: What Is Actually on the Table

The four-part agenda Witkoff and the US official described is deliberately broad, and each item carries its own difficulties. Post-war security agreements are the hardest question of all: Ukraine has pushed for assurances from Western allies, including potential European-led security arrangements, and the precise form of any guarantee remains unresolved. De-escalation could mean steps such as limits on strikes against energy infrastructure or a broader ceasefire, but previous pauses have broken down quickly. Humanitarian measures typically cover prisoner exchanges, the return of detained civilians and children, and access for aid organisations. Ending the war itself would require agreement on territory, sanctions relief and the future status of occupied areas — issues on which the two sides remain far apart.

Reactions/Quotes

Witkoff framed the effort as part of Trump's mission to end the war, and the senior US official told Reuters the meetings "reflect President Trump's continued efforts to reach a lasting peace agreement between Russia and Ukraine." Zelenskyy, by contrast, used his Monday message to press for pressure, not patience. "We have intel that Russia is preparing a new massive attack on our country — primarily targeting energy and logistics," he wrote on X. "We must not play games with Russia's oil or gas revenues. We must put pressure on Russia in such a way that it has no alternative but to end this war. America can do this," he added.

The backdrop to those warnings was grim. Zelenskyy said at least 26 people were killed in what he called an "utterly horrific" Russian aerial bomb attack on a school used for humanitarian purposes in southern Ukraine. Separately, emergency warning applications in both Russia and Ukraine were hacked overnight from Sunday into Monday, sending fake warnings about chemical and nuclear threats to mobile phones, according to authorities cited by CNN. The incidents underlined how the information war continues alongside the fighting, even as diplomats prepare to sit down together.

Why It Matters

A dated, US-mediated meeting changes the diplomatic arithmetic for all three parties. For Ukraine, it offers a structured forum in which to press for security guarantees with the United States in the room, rather than negotiating bilaterally with a far larger neighbour. For Russia, agreeing to attend after the St. Petersburg meeting with Witkoff signals at least a willingness to test American proposals, even if Moscow's public positions have not softened. For the United States, the Abu Dhabi and Brussels sequence is an attempt to show that Washington can still lead a peace process while managing a war in the Middle East and a consequential election at home.

What Happens Next

The immediate sequence is clear: working-level meetings in Brussels this week with France, Germany, Britain, the EU and NATO, followed by the Abu Dhabi session on November 10-11. Diplomats will be watching for the composition of the Ukrainian and Russian delegations, for any pre-meeting signals from Moscow about the agenda, and for whether the Brussels discussions produce a shared allied position on security guarantees that can be carried into Abu Dhabi.

On the ground, the next days will test Zelenskyy's warning. If Russia launches the large-scale attack he predicted, it would harden Ukrainian and European scepticism about Moscow's intentions and complicate the atmosphere for talks. If the fighting eases, even briefly, negotiators will have more room to argue that diplomacy deserves a chance. Either way, November 10-11 is now the date on which the latest American peace push will be judged.
