Spain's Transport Minister Oscar Puente has resigned over the deadly high-speed train crash near Urda, six days after the collision killed 69 people and injured around 200. Oscar Puente resigns after a disaster that has shaken confidence in one of Europe's largest high-speed rail networks, and his departure is the most significant political consequence yet of the October 28 crash on the Madrid-Seville line.

Puente announced his decision on Tuesday, November 3, 2026, after a long appearance before the Permanent Deputation of the Congress of Deputies. The announcement reversed his earlier position: only days before, he had ruled out resigning. He also withdrew his candidacy for the snap general election on November 29, saying the move was good for Spain and for democracy.

Key Points

• Spain's Transport Minister Oscar Puente announced his resignation on Tuesday, November 3, 2026, six days after the Urda crash.
• The October 28 high-speed collision near Urda killed 69 people and injured around 200, Spain's deadliest rail disaster in more than a decade.
• Puente said a transport minister cannot remain in office after two accidents of this severity in less than a year, referring also to the January Adamuz derailment that killed 46 people.
• He said he decided to step down within minutes of learning of the October crash, but stayed on until the emergency response and early safety steps were under way.
• Puente also withdrew from the November 29 snap election, and earlier on Tuesday announced an emergency aid package for victims.

What Happened

Puente made the announcement after hours of questioning before the Permanent Deputation, the parliamentary body that sits when Congress is not in full session. He had been summoned to explain the crash, the safety failures behind it, and the government's response. By the end of the session, he told deputies that he would leave office.

His words were blunt. "A transport minister in a country like Spain cannot remain in office after two accidents of this severity in less than a year," he said. The second accident was the derailment at Adamuz, in January 2026, on the same Madrid-Seville line, which killed 46 people. Together, the two disasters have claimed 115 lives in less than ten months on a single high-speed corridor.

Puente said he had decided to resign almost immediately after the Urda crash, within minutes of learning what had happened. He remained in post only to oversee the first phase of the response: the emergency operation, preliminary investigations, first steps toward compensating victims, and short-term safety measures. Earlier on Tuesday he announced an emergency aid package and reduced Madrid-Seville services until the Railway Safety Agency reviews the line's safety system and the delayed ERTMS signalling rollout is completed.

Background and Context

The crash happened on October 28, 2026, near Urda, in Toledo province, south of Madrid. A Renfe AVE high-speed train struck a stopped Iryo train from behind after a signalling-system failure. Investigators have estimated that the moving train was travelling at between 160 and 200 kilometres per hour at impact.

The disaster followed a failure in the LZB safety system, the older system still in use on that stretch of line, which halted trains across a long section of the Madrid-Seville route. According to earlier official accounts, a controller then authorised the Renfe train to pass a red signal without a speed restriction, a decision Puente himself had previously described as inexplicable. The train travelled about 25 kilometres before hitting the stationary train.

All 69 victims have now been identified, including Spanish nationals and foreign citizens. Spain operates one of the world's largest high-speed networks, second only to China.

Oscar Puente Resigns: Why Now

Puente's resignation is significant because of the reversal it represents. Days earlier, he had publicly ruled out stepping down, arguing that he should stay to manage the aftermath. His appearance before the Permanent Deputation was expected to be a defence of his record. Instead, it became his farewell.

The timing also matters. By announcing his resignation only after the emergency response, first compensation steps and reduced-service safety measures were in place, Puente sought to present his departure as orderly rather than abrupt. His critics are likely to ask why, if he had decided within minutes of the crash, he did not say so at once. His withdrawal from the election removes another complication: had he remained a candidate, the issue would have followed the governing party through the final weeks of the campaign.

Reactions and Quotes

Puente's own statement framed the resignation as a matter of personal and political responsibility. He did not blame individual railway workers in his resignation remarks, and he linked his decision directly to the scale of the two disasters rather than to any single finding of the investigation, which is still under way.

Why It Matters

The resignation matters for three reasons. First, it is a rare admission of political responsibility after a transport disaster in Spain, setting a precedent for how ministers are judged when public infrastructure fails. Second, it directly affects the November 29 election, removing a prominent minister from the campaign and forcing the government to defend its rail-safety record with a new face at the ministry. Third, it keeps the focus on the safety system itself, and those questions will now fall to Puente's successor and investigators.

What Happens Next

Spain's prime minister must now appoint a successor to lead the Transport Ministry. The new minister will inherit the reduced Madrid-Seville service, the Railway Safety Agency review, and the task of completing the ERTMS work. Investigators will continue to establish the full chain of events on October 28, while the compensation process for victims and families continues. For travellers, the immediate question is practical: when full services resume, and what guarantees will be given that a similar failure cannot happen again.
