OpenAI will press ahead with its huge US data-centre expansion despite the Democratic sweep in this week's midterm elections, Chief Financial Officer Sarah Friar said on Friday, brushing aside investor fears that tougher scrutiny could slow the artificial-intelligence boom.

Speaking to CNBC on 6 November, Friar said OpenAI would keep investing to meet surging customer demand and keep building ties with the communities hosting its facilities. Her comments came a day after fears that Democratic victories could slow data-centre construction wiped about $2.5 trillion from US stocks in one session.

Friar also confirmed OpenAI is raising fresh capital, rejecting suggestions it had scaled back fundraising during the sharp AI sell-off. Its business grew 70 per cent quarter over quarter in the third quarter, she said, with enterprise demand doubling.

What Happened

Friar spoke as markets were still reeling from Thursday's rout, when investors sold chip, cloud and networking shares on the view that the Democratic sweep could mean tighter rules for AI data centres. The sell-off erased roughly $2.5 trillion in US market value in one day.

Friar's message was steady. "When I think about the midterms, I need to keep thinking about how do we keep investing to meet customer demand," she said. "We are going to keep building out those relationships with communities so we can get the compute we need." The company behind ChatGPT intends to keep signing deals, securing power and winning over local communities — the three things that decide whether a data centre gets built.

On fundraising, Friar was direct: "It is saying people are actually using AI and getting value from it."

Why Data Centres Became a Midterm Issue

Data centres were a surprise battleground of the 2026 midterms. The giant facilities — some the size of several football fields — need huge amounts of electricity and water, and they have spread fast across the US as companies race to build AI computing power.

Opposition grew through the campaign, and Democratic candidates made tighter scrutiny a central pledge. In Texas, one of the fastest-growing data-centre regions in the world, Governor-elect Gina Hinojosa campaigned on exactly that promise. Communities want a say in what gets built next door, and want power costs to fall on the companies, not residents. OpenAI answered on 5 November with its National Community Compact, pledging to pay the full cost of the power its data centres use.

OpenAI Data Centre Expansion: What Friar Said

The expansion is one of the largest infrastructure programmes in American corporate history. OpenAI needs vast computing power to train and run its models, and it has been signing deals for new capacity across the country at a remarkable pace.

Friar framed the challenge as keeping up with customers. Demand is the driver, she said: enterprises are adopting AI tools at a speed that needs more capacity, not less. The 70 per cent quarterly growth and doubled enterprise demand justify the spending, she argued, and show the money going into concrete, chips and power is backed by real usage. Her focus on community ties was pointed too: projects live or die on local approval, and the midterms showed that approval can no longer be taken for granted.

Reactions and Quotes

The market reaction was swift and brutal. On Thursday, investors sold chip, cloud and networking shares heavily, wiping about $2.5 trillion off US stocks. The Nasdaq had already been sliding on doubts about how quickly heavy AI spending would pay off, and the midterm result gave sellers a fresh reason to act.

Friar's comments offered a counterweight. The wider industry is not standing still: Google said on Thursday it would invest $17 billion in its first data centre in Wyoming, and Bloomberg reported ByteDance is considering expanding a data-centre project in north-eastern Brazil.

Why It Matters

Data centres are the factories of the AI age: without them there is no ChatGPT, no image generation and no enterprise AI. If construction slows, computing power tightens and the companies that depend on it feel the squeeze. For investors, Friar's comments are a test of nerve: the $2.5 trillion wiped off the market on Thursday showed how fast sentiment turns when politics and technology collide. OpenAI's answer is that demand is real and the building will go on — a claim its fundraising must now support.

For host communities, the stakes are immediate: jobs and tax revenue on one side, higher power bills, strained water supplies and industrial-scale buildings on the other. The National Community Compact was OpenAI's attempt to tilt that balance, and Friar's pledge to keep working with communities suggests the company knows the argument is not yet won.

What Happens Next

Watch three things in the coming weeks. First, whether OpenAI's fresh fundraising closes smoothly — and at what valuation — after the sell-off. Second, whether rival Anthropic can start its widely awaited IPO roadshow next week and stay on track for a November listing; investors question the timing, and some view the recently discussed $1.5 trillion valuation as at the high end. Third, how the new Democratic majorities turn campaign pledges about data-centre scrutiny into rules. OpenAI's position is on the record: it will keep building. The question is whether the new political landscape will let it build as fast as it wants.
