Greenland's parliament has approved a trilateral security agreement with Denmark and the United States, voting 16-0 with seven abstentions on Tuesday, November 3, 2026, in a decision that paves the way for more American military bases on the world's largest island. The Greenland security deal was signed in September 2026 by United States President Donald Trump, Danish Prime Minister Mette Frederiksen and Greenlandic Prime Minister Jens-Frederik Nielsen at the United Nations General Assembly in New York. It now goes to Denmark's parliament, with a first reading expected on November 11 and a final vote on November 19.

The vote ends months of debate over an agreement negotiated under sustained pressure from Mr Trump, who has repeatedly called for Greenland to become part of the United States. Under the deal, Greenland remains under Danish control. At the same time, it opens the door to a larger American military presence: two new United States defence areas, a role for parts of Mr Trump's proposed Golden Dome missile defence system, and the modernisation of Pituffik Space Base in the far northwest.

Key Points

• Greenland's parliament approved the security agreement with Denmark and the United States by 16 votes to none, with seven abstentions, on November 3, 2026.
• The deal opens two new United States defence areas at Narsarsuaq in the south and Mestersvig in the east of Greenland.
• It allows parts of President Donald Trump's proposed Golden Dome missile defence system and the modernisation of Pituffik Space Base.
• Greenland remains under Danish control under the agreement, which would still apply if Greenland eventually chooses independence.
• The agreement is an executive agreement requiring no United States Senate approval, and it enters into force once parliamentary processes in Denmark and Greenland are complete.

What Happened

Lawmakers in Nuuk voted after a debate that reflected both the strategic stakes and the political sensitivities of the agreement. Sixteen members voted in favour, none against, and seven abstained, giving the deal a clear majority while recording the unease of some parliamentarians. Greenlandic Foreign Minister Mute Egede called ratification an important step, presenting it as a way to strengthen Arctic and North Atlantic security without changing Greenland's constitutional status. Opposition party Naleraq questioned the deal's economic value, asking what Greenland gains in concrete terms from hosting a larger American presence.

Background and Context

Greenland sits between North America and Europe, astride North Atlantic sea and air routes and close to Arctic passages becoming more navigable as sea ice retreats. The United States has kept a military presence there for decades, most visibly at Pituffik Space Base, formerly Thule Air Base, central to missile warning and space surveillance. Denmark retains responsibility for Greenland's foreign affairs and defence under self-government, balancing NATO commitments with Greenlandic demands for autonomy. Mr Trump's calls for the United States to acquire Greenland, first raised in 2019 and revived in 2025 and 2026, were rejected by Copenhagen and Nuuk, which insisted Greenland's future must be decided by Greenlanders. The September deal was presented as a different path: deeper cooperation within the existing framework, not a change of sovereignty.

Greenland Security Deal: What It Allows

At the heart of the agreement are the new defence areas. Narsarsuaq, in the south, was a major American air base in the Second World War and retains a strategically useful airfield. Mestersvig, on the remote east coast, gives access to Arctic coastline otherwise sparsely served by military infrastructure. Opening both gives the United States a far broader footprint than Pituffik alone. The deal also provides for parts of Mr Trump's Golden Dome missile defence system, an ambitious shield against ballistic, hypersonic and cruise missiles, for which Greenland is a natural node. It allows the modernisation of Pituffik, upgrading Cold War-era facilities. As an executive agreement, it needs no United States Senate approval, though parliamentary approval is required in Greenland and Denmark.

Reactions and Quotes

The Greenlandic government's message was one of measured confidence. Mr Egede described ratification as an important step, while Mr Nielsen, who signed the deal in New York alongside Mr Trump and Ms Frederiksen, has framed it as a partnership negotiated on Greenland's terms, not imposed upon it. The opposition was more sceptical. Naleraq, which argues for a faster path to independence, questioned whether the economic terms match the deal's strategic value to Washington, and whether Greenland will see tangible investment, jobs and infrastructure in return. In Copenhagen, debate is still to come: a first reading is due on November 11, with some reports putting it on November 12, and a final vote is expected on November 19.

Why It Matters

For the United States, the vote secures in formal terms the expanded Arctic presence Mr Trump has sought since returning to office, without the diplomatic rupture an annexation attempt would have caused. For Denmark, it preserves the constitutional link with Greenland while recognising that Greenland's government must be a full party to decisions about its territory. For Greenland, it is a deliberate choice to anchor security in a trilateral framework rather than leave its future to great-power pressure. The deal also matters for the wider Arctic: as ice melts, bases, radar stations and missile sensors in Greenland will shape how NATO watches the North Atlantic and how Russia and China calibrate their Arctic activities. The deal would still apply if Greenland eventually chooses independence, so a future independent Greenland would inherit the arrangement.

What Happens Next

The next step is in Copenhagen. Denmark's parliament will hold a first reading in mid-November, followed by committee scrutiny and a final vote expected on November 19. If Danish lawmakers approve it, the agreement enters into force once both parliamentary processes are complete, and implementation can begin, including the timetable for Narsarsuaq and Mestersvig and works at Pituffik. Implementation will be watched closely in Greenland's towns, where land use, environmental protection, employment and the presence of foreign military personnel are practical, immediate questions.
